1. Call to Order and Roll Call

The meeting was called to order at 5:08 p.m. Commissioners present: Michel Li, Jina Bae, Michelle Kong. Commissioner absent: Nicholas Persky. There was quorum.

2. Approval of Agenda (Action Item)

There was no public comment. Commissioner Kong, seconded by Commissioner Bae, moved to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)

There was no public comment. Commissioner Bae, seconded by Commissioner Kong, moved to approve the minutes to May 22, 2014. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Updates on committee priorities

The committee was able to have their resolution in supporting increased number of youth employment for undocumented youth approved and adopted by the full Youth Commission. Commissioner Li shared that she was still working on research on scholarships for undocumented youth to apply for the deferred action for childhood arrivals application. Commissioner Li has been in touch with youth leaders from Educators 4 Fair Consideration and asking them for feedback on DACA scholarships. Commissioner Li noted that many youth are not able to pay the over $400 needed for the deferred action application every time they have to renew it. Commissioner Li has been trying to get in touch with Mission Asset Fund to ask about their lending circle program, but has not heard back yet. Commissioners Bae and Kong gave a brief update on their work with surveying newcomer students in SFUSD. Commissioners requested staff to schedule a presentation from OCEIA to present on the Dreamers Internship program for DACA youth. Commissioners then prepared questions for the presentation.

Commissioner Li handed out copies of the recent minimum wage proposal in legislation form and a press release about it. Commissioners discussed whether or not they should have this legislation referred to the full commission for comment. Committee members were happy with a youth training wage for subsidized employment for youth. Commissioner Kong spoke about the importance of preserving the number of slots available in youth employment programs and spoke about her direct experience with youth employment programs and the waitlists she has seen. Commissioner Kong would like for the legislation to be referred to the next full commission or committee meeting to show support. Commissioner Li was not sure their peers on the rest of the commission would share the same views. There was no final decision and no further comment.

B. Work on issue briefing document

Commissioners spent some time working on an outline of an issue briefing document to share with future commissioners who are interested in employment or immigration. Commissioners then worked on finalizing a summary of their work to include in the Annual Report.

Commissioners were reminded of their meeting with OEWD staff at 4 p.m. on July 21st, 2014.
