1. Call to Order and Roll Call


Committee Chair Wu called the meeting to order at 5:05 p.m. Commissioners present: Michel Li, Joyce Wu, David Zheng, Luis Avalos. Commissioners Absent: Emily Guo. There was quorum. Staff present: Allen Lu and Monica Guzman.


2. Approval of Agenda (Action Item)


There was no public comment. Commissioner Zheng, seconded by Commissioner Li, moved to approve the agenda. This motion was approved by acclamation.


3. Approval of Minutes (Action Item)

There was no public comment. Commissioner Zheng, seconded by Commissioner Li, moved to approve the minutes of March 12, 2015. The motion was approved by acclamation.


4. Public Comment on Items not on Agenda (Discussion Only)

5. Business (All Items to Follow Discussion and Possible Action)


A. DACA Priority Updates

Jen Low, Legislative Aide of District 7 Supervisor Norman Yee, shared updates from her office regarding the DACA priority. A lot of other priorities have come up now that budget season was nearing, and she wanted to have a discussion with the committee to explore other options. The other options aside from providing everyone who lives in SF and is DACA-eligible assistance would be to create an eligibility requirement, or expanding the Dream SF Program where selected DACA eligible youth get a stipend through OCEIA’s program.

Commissioner Avalos shared the difficulty his undocumented peers faced in applying for the DREAM SF program where only 17 out of 50 were selected for the last cohort. He expressed his support for the option where an eligibility requirement would take place, if the city cannot provide assistance to all (which would be the ideal situation.) Commissioner Li also expressed her concern about the restrictions behind DREAM SF and also wanted to explore the eligibility requirement.

The committee decided that they will reach out to advocated and undocumented youth to see which option makes sense. The committee will convene a group, present the different options and challenges to each, ask for input/suggestions, and have a discussion around follow-up questions.

B. Youth Town Hall Updates

The committee had a discussion about youth speakers and panelists. They specifically identified three young people to speak at different points throughout the day. A youth participant and current employee at Year Up submitted a video for the committee members to watch, and the committee had a lot of positive feedback for the submission. They requested staff to follow up with the youth speakers.

The committee also looked at Spotify’s proposal and had a discussion on how the session could be improved and become more interactive for the participants.

The committee decided to ask the companies to meet again with them on April 30th.

C. ESL/ELL Survey Updates

Staff shared with the committee updates from Sal from the SAC. The committee members provided some feedback and requested an afternoon meeting with Sal and SFUSD staff to discuss the survey, if possible.

6. Staff Report


Staff updated the committee on Summer Jobs Plus and the city’s plan to extend the program to reach students in Credit Recovery. Improvements the city plans to include providing year round work-based learning and training opportunities, more positions for 16-17 year olds, better coordination and better website, focus on the underserved youth, and acquiring support and funding for jobs for undocumented/DACA youth.

7. Executive Committee Report

Commissioner Li reported that there would be no meeting the next week and that the next Full YC would be on April 6th.
