1. Call to Order and Roll Call
Chair Bernick meeting was called to order at 4:45 pm. Commissioners present: Jillian Wu, Noah David, Anna Bernick, Anna He. Staff present: Allen Lu. There was quorum.
There was no public comment.
2. Approval of Agenda (Action Item)
Commissioner Wu, seconded by Commissioner David, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.
3. Approval of Minutes (Action Item)

Commissioner David, seconded by Commissioner He, moved to approve the September 24, 2015 Minutes. There was no public comment. The motion was approved by acclamation.

5. Presentations (All Items to Follow Discussion and Possible Action)
A. Presentation from UpVote
Presenter: Christopher McDonald, Field Organizer, UpVote
The presentation with UpVote will be rescheduled. Commissioners discussed opportunities for future presentations from: Upvote, Takoma Park, Hyattsville, UN’s youth participation arm, and Peer Resources Youth Vote.

6. Business (All Items to Follow Discussion and Possible Action)
A. Student engagement efforts for 2015-16 term
a. Vote16 Youth Empowerment Academy Updates
Commissioner He provided an update of the Vote16 Information Sessions, SFPL’s BAY, and application and interview for the YFYI grant. Commissioner Bernick shared that she will outreach to her Student Council at Washington High School.
Commissioners also discussed reviewing applications for YEA. They requested staff to send out applications to YC’ers to review, and invite applicants to the 10/22 committee for interviews. The committee worked on an agenda for conducting the interview. There was no public comment.
b. Upcoming presentation to SAC
The committee will be presenting to the SAC on Wednesday 10/14 at 6pm. Commissioners discussed and delegated presentation topics. The goal is to ask the SAC to spread the word about Vote16SF, and apply and outreach for YEA. There was no public comment.
c. Outreach to student delegates
Commissioner He sent an email to the student delegates for a meeting. There was no public comment.
B. Brainstorm training topics for Vote16 effort
The commissioners brainstormed the following topics: public speaking, practicing talking points, talking to the press, how to do outreach, how to outreach via social media, voting rights history, Vote16SF movement and where it’s headed, lobbying public officials, developing persistence and motivation, organizing events at schools/community, getting peers involved/engaged, and rallying. The commissioners suggested having a training on public speaking on the talking points during the first week of November.

C. Debrief recent presentations and review dates for upcoming presentations
Commissioners reflected on the meeting with Senator Mark Leno and his endorsement of Vote16SF. They shared ways they could improve as a committee.
Commissioner He shared some upcoming presentations at the SAC, the Jewish Community High School, Galileo, and updated the committee of her attendance of the training at the SFPL with Peer Resources and Youth Philanthropists from CHALK.

D. Review committee priorities
Commissioners discussed prioritizing Vote16SF: resolution with student delegates, rally in March with YEA youth, preparing a Vote16SF debrief sheet for YC meetings with appointing officials.

7. Staff Report
Mr. Lu updated the committee on Generation Citizen’s National YAB and the upcoming conference call, Civic Tech Challenge, Presentation to the Full YC on Vote16SF (aiming for November 2nd), and the October 19th meeting at Richmond Youth Council.
There was no public comment.
8. Executive Committee Report
Commissioner Wu reminded everyone to meet with appointing officials, EC check-ins, and for everyone to prepare for the SAC presentation.
