1. Call to Order and Roll Call
The meeting was called to order at 5:28 PM. Commissioner present: Grace Pating, Cecilia Galeano, Jessica Calderon. Commissioner Mansori was absent. There was quorum.
Staff present: Adele Failes-Carpenter
There was no public comment.
2. Approval of Agenda (Action Item)
Commissioner Galeano, seconded by Commission Pating, moved to approve the agenda. There was no public comment. The motion was appoved by acclamation.
3. Approval of Minutes (Action Item)

Commissioner Pating, seconded by Commissioner Galeano, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.
4. Public Comment on Items not on Agenda (Discussion Only)
There was no public comment.
5. Business (All Items to Follow Discussion and Possible Action)
A. Review Background and Updates on SFPD-SFUSD MOU
The committee reviewed the MOU between SFPD and SFUSD and the Fall 2014 campus arrest data.
Some questions that were raised by the committee were:
• What direction are implementation efforts taking?
• How are they working to improve the situation? Is this effective?
• Are youth feeling that it works?
• What sites account for arrests? What follow up is done with them?
• What kind of outreach is being done?
• Do youth know this MOU is in place?
• Is implementation happening in MS?
The follow up that was suggested by the committee:
• Schedule Meeting with Lt. Fatooh
• Want to make youth friendly brochure on MOU—schedule meeting with Coleman to discuss
• Have a lesson plan for teachers?
• Do a focus group with teachers and students to find out if they know about this?
• Is the implementation happening at middle schools?
• Find out what schools account for arrests
• What about private schools? Commissioner Pating: most arrests don’t happen at private schools. What about charters?
• Follow up priorities: find ways to inform students about this, ie Miranda rights, having an adult present, etc.
• Does there need to be a DGO on this for SFPD?
Commissioner Calderon and Commissioner Galeano would like to join DSC calls. Commissioner Galeano will follow up with Commissioner Mansori.
B. Review Background and Updates on Police Training Priority
The committee read the police training priority out loud.
Some questions that came up were:
• How are training records kept at SFPD?
• Could we do a gap analysis of the gaps in police training, particularly around youth issues?
• Who is responsible for making training happen? Who leads them?
• Would they let us sit in on a training?
• What is the police department doing about racial profiling?
• Can the chief provide documentation of the coverage of these training areas?
Commissioner Galeano: police need to hear from youth about their experience. Commissioner Calderon: we need a lot of support and structure if we are going to have youth-police dialogue.
Staff follow up: Ask Suzy Loftus for a meeting
Follow up: schedule meeting with Center for Youth Wellness.
C. Debrief and Discuss Next Steps from October 20, 2015 meeting with Project WHAT
The committee felt meeting that the meeting with PW went well. PW will make brochure for youth on visiting policy. Committee wants to have presentation from One Family on visiting polices.
Follow up: push for outreach on visiting policy. SFUSD resolutions—go to BOE meeting and speak in public comment. Implementation questions on visiting policy from sheriff. DGO 7.04 follow up—ask Samara.
New priorities: looking at reentry priorities.
