1. Call to Order and Roll Call


The meeting was called to order at 5:30 PM. Commissioners present: Madeleine Matz, William Juarez, Luis Avalos-Nunez. Commissioner Stephanie Li.

Staff present: Leah LaCroix. There was quorum.

There was no public comment.

2. Approval of Agenda (Action Item)


Commissioner Matz, seconded by Commissioner Avalos, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

A. Brainstorm and discussion of committee priorities
a. Update on partnering with Peer Resources
The EJI committee discussed how they envision partnering with peer resources due to commissioner increased workload, and inability to attend peer resources weekly class sessions. The committee agreed to continue working on a resourced folder to share with peer resources that contains information on resources for undocumented youth. Chair Juarez will email staff at peer resources regarding this decision. There was no public comment.

b. Update on resolution for unaccompanied minors
Commissioner Avalos and Commissioner Juarez informed the committee that they are still working on a draft of the UAC resolution. They anticipate the resolution being reviewed at the April 12th committee meeting, and presented for its first reading at the April 16th full commission meeting. There was no public comment.

c. Update on CBA resolution
Commissioner Matz updated the committee on new research she will conduct for the resolution, including reaching out to the Office of Economic Workforce and Development (OEWD), various tech companies, and the City Controller’s office. Commissioner Avalos suggested she reach out to Veronica Garcia, staff at the Human Rights Commission. Commissioner Matz requested to postpone a second reading of the resolution until the April 16th full commission meeting. There was no public comment.

d. Update on SFSU College of Ethnic Studies
Commissioner Juarez informed that he will be turning his motion into a resolution, and will also draft a letter to the President of San Francisco State University and CSU Chancellors on the Youth Commissions position. He also instructed staff to include commissioners Li, Matz, and Avalos as co-sponsors. There was no public comment.

B. Review current pertinent legislation

The committee reviewed Legislation Introduced at the Board of Supervisors at their March 22, 2016 meeting. The committee asked for updates on the following legislation;

• BOS File No. 160022 [Administrative Code – Due Process for All and Sanctuary]
• BOS File No. 160267 [Ocean Avenue Community Benefit District – Annual Report to the City – FY2014-2015]
• BOS File No. 160288 [Supporting the California Faculty Association]

There was no public comment.

C. Discuss Budget and Policy Priority drafting

The committee discussed how they would like to proceed with drafting their items for the Youth Commission’s 2015-16 Budget and Policy Priorities. Chair Juarez requested that part of the April 12th committee meeting be a working session. Chair Juarez will send create a shared working space for the committee to begin writing.

Staff suggested the committee review the commission’s previous BPP documents, and identify priorities that should be updated and carried over. Commissioner Avalos will follow up on Priority #5 in 2014-15 BPPs, Supporting Undocumented Youth Employment.

8. Staff Report


Staff shared the Vote16 Poster Contest, and asked the committee to share the announcement with their peers and networks. Staff also reviewed a full commission meetings attendance update, encouraging commissioners to review the attendance section of the 2015-16 bylaws. There was no public comment.
