1. Call to Order and Roll Call for Attendance


The meeting was called to order at 5:22pm.
Commissioners Present: Luis Avalos, Jillian Wu, Lily Marshall-Fricker, Erica Kong, Stephanie Li, Cris Plunkett, Anna He, Noah David, Giovanna Soto, William Juarez, Cecilia Galeano, Madeline Matz, Jarrett Mao, Grace Pating. Commissioners Absent: Jessica Calderon, Anna Bernick, Stephanie Li, Hatim Mansori. There was quorum.

Commissioner Plunkett, seconded by Commissioner Pating, moved to authorize the absence of Commissioners Li and Calderon. There was no public comment. The motion was approved by acclamation.

Commissioner Wu, seconded by Commissioner Plunkett, moved to authorize Commissioner Kong’s request to leave early (missing more than 15 minutes of a full commission meeting). There was no public comment. The motion was approved by acclamation.

Commissioner Mansori noted present at 6:32pm.


2. Approval of Agenda (Action Item)

Commissioner Galeano, seconded by Commissioner David, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.


3. Approval of Minutes (Action Item)

Commissioner Kong, seconded by commission Marshall-Fricker, moved to approve the minutes from the March 21, 2016 full commission meeting. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Youth Commission Business (All Items to Follow Discussion and Possible Action)

A. Youth Commission Resolution 1516-RC-03 [Resolution Commending The MIX @ SFPL]

Commissioners Kong and Mao read the resolution into the public record. Cathy Cormier, with teen library services, thanked youth commissioners for their support. There was no further public comment. The resolution was passed unanimously by roll call vote.

D. [Second reading] Youth Commission Resolution 1516-AL-05 [Extending Funding for the Free Muni for Youth Program]
Sponsor: Commissioners Kong and Plunkett

Chair Avalos called item 5D out of order. Commissioners Kong, Soto, and Plunkett read the resolution into the public record. Commissioners Marshall-Fricker Galeano asked clarifying questions regarding TAY inclusion.

There was no public comment.

Commissioner He, seconded by Commissioner Soto, motioned to amend the resolution to rename the reference to “fastpass” to “youth monthly pass.”

Commissioner Marshall-Fricker, seconded by Commissioner Kong, motioned to amend the resolution to remove the word “unanimously” when referring to the Board of Supervisors vote on Free MUNI for youth. The motion was passed unanimously by acclamation.

Commissioner He’s motion was passed unanimously by acclamation.

Commissioner He, seconded by Commissioner Pating, motion to pass the resolution, as amended. The motion was passed unanimously by roll call vote.


B. [Second Reading] Youth Commission Resolution 1516-AL-08 [Resolution Urging the Board of Supervisors to Urge Support of SB 1157 – Strengthening Family Connections]

The chair then resumed the normal order of the agenda. Commissioner Pating read the resolution into the public record. Commissioners Marshall-Fricker and Galeano expressed support for the resolution. An unidentified member of the public commented that the commissioners should ensure that video visiting is not cancelled for those visitors requiring accomodations. There was no further public comment. Commissioner Marshall-Fricker, seconded by Commissioner Jaurez, moved to adopt the resolution. The motion was passed unanimously by roll call vote.

C. [Second reading] Youth Commission Resolution 1516-AL-06 [Urging the Mayor and Board of Supervisors to Prioritize Youth Employment During Community Benefit Agreement Negotiations]

The sponsor, Commissioner Matz, seconded by Commissioner Juarez, moved to table this item until the following meeting. There was no public comment. The motion was passed by acclamation.

E. Youth Commission Motion 1516-AL-07 [Support of San Francisco State University’s College of Ethnic Studies]

Commissioner Juarez read the motion into the public record. Commissioner Plunkett seconded the resolution. There was no public comment. The motion was passed unanimously by a roll call vote.

F. [First Reading] Youth Commission Resolution 1516-AL-10 [Requiring the Current Navigation Center and all Future Navigation Centers to have designated areas for Transitional Aged Youth]

Commissioner Plunkett read the resolution into the public record. Commissioner Galeano commented that there needs to be long term housing for TAY as well. Commissioner Marshall-Fricker suggested getting a presentation on navigation center TAY services at the next housing committee meeting. Commissioner Avalos asked a clarifying question of staff about Supervisor Campos’ navigation center legislation that was recently introduced. Allie, the YAB coordinator from Larkin street, thanked commissioners for their work on this and clarified that Taylor is a YAB member and that Edward II is transitional housing for TAY, but not shelter. There was no further public comment. There was no action taken on this item.

6. Committee Reports (Discussion Only)

A. Executive Committee

Commissioner Wu reminded colleagues of the upcoming budget and policy priority readings.

B. Housing, Environment, and City Services Committee

Commissioner Soto updated the commission that the committee was working on the Free MUNI resolution, parks issues, and year of homeless youth.

C. Economic Justice and Immigration Committee

Commissioner Juarez updated the commission that the committee was working on the community benefit agreement resolution and unaccompanied minor resolution.

D. Youth Justice Committee

Commissioner Galeano updated the commission that the committee was working to recommend a member for a youth seat on the working group for jail replacement alternatives.

E. Civic Engagement Committee

Commissioner David updated the group that youth advocates were meeting with Leader Nancy Pelosi’s office on Thursday.

F. Our Children Our Family Council

Commissioner Wu clarified that the next meeting was in May.


7. Staff Report (Discussion Only)

Staff reminded commissioners about returning youth commission applicants and upcoming community events.

8. Announcements (This Includes Community Events)

Commissioner Matz told commissioners she would be looking into possible future youth commission action on the racist/homophobic text reveal in SFPD. Commissioner Galeano updated colleagues that Project WHAT is hiring.
