1. Call to Order and Roll Call


The meeting was called to order at 6:06 pm. Commissioners present: David, Bernick, Wu; Commissioners absent: Commissioner He was out sick. Staff present: Adele Failes-Carpenter, Leah LaCroix

Other members of the public present: Celi ( Coordinator, Youth Empowerment Academy), Iris (SAC), Chanun (SAC), Neo (Lowell HS), Polina (Campo Linda HS), Lorelei (Lowell), Arrianna (Saint Anne MS), Oliver (Lick Wilmerding HS).

2. Approval of Agenda (Action Item)


Commissioner Wu, seconded by Commission David, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Wu, seconded by Commission David, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)


There was none.

5. Business (All Items to Follow Discussion and Possible Action)


A. Outreach updates
Committee members shared the following updates:
• The presentation to the San Francisco Board of Advising Youth was successful. Polina informed that a number of SFPL BAY members are interested in learning more about Vote16 and are considering joining the Youth Empowerment Academy.
• The presentation to Board of Education Commissioner Rachel Norton was also successful. Commissioner Norton agreed to public support Vote16 efforts.
• Commissioner David provided the committee with an update on the presentation meeting with Board of Education Commissioner Shamann Walton. Commissioner David informed that while commission Walton has some concern about the Vote16 legislation, he is open to having a dialogue at the Board of Education.

Chanun asked if there were any additional members of the Board of Education the committee will reach out to. Commissioner David informed that they are hoping to schedule a meeting with Commissioners Murase and Mendoza.

There was no further public comment.

B. Preparation for upcoming presentations/workshops

Staff shared that Asm. Phil Ting’s office informed that the Assemblymember can meet with members of the committee on February 19, 2016. Polina, Chanun, and Oliver expressed interest in attend in the meeting.

Commissioner Bernick informed the committee that the meeting with the Assemblymember Ting can possibly conflict with a presentation to the Mayors Disability Council (MDC). Staff shared that only Commissioner Bernick is confirmed to present to the MDC.

There was no further public comment.

C. Review plan for BOE outreach
The committee discussed reaching out to other member of the Board of Education. Iris informed she could schedule the meeting with Commissioner Murase. Commissioner Bernick informed that she can schedule a meeting with Commissioner Mendoza, and Commissioner David shared that he can reach out to commissioner Wynns.

D. Review other committee and YEA updates
The committee discussed the status of a resolution of support for Vote16 authored by members of the Student Advisory Council (SAC). Polina and Iris volunteered to reach out to the members of the SAC working on the resolution, and share the draft resolution with the committee. Staff informed that the Youth Commission office has copies of previous resolutions and research that can inform the SACs writing process.

Oliver, Chanun, Iris, Polina, and Lorelei volunteer to work a resolution for the Board of Education. Staff will share necessary information February 16, 2016.

Celi, Youth Empowerment Academy Coordinator, reminded the committee about the Vote16 YEA skills training retreat on February 6, 2016, and asked if those who had not yet confirmed their attendance to contact her by Friday, February 5, 2016

Oliver informed the committee that the Vote16 national website will go live on Monday, February 8, 2016, and that he has provided funders of the Vote16 Youth Empowerment Academy with a status update.

6. Staff Report


Staff Adele Carpenter reminded those in attendance to complete the sign-in sheet, and discussed the distinctions between the Civic Engagement Committee and the Vote16 Youth Empowerment Academy.
