1. Call to Order and Roll Call


The meeting was called to order at 4:35 pm. Present: Jillian Wu, Noah David, Anna Bernick, Anna He. Staff present: Leah LaCroix, Adele Failes-Carpenter. There was quorum.
Several members of the public were also present. They identified themselves as: Polina (student), Neo (Lowell HS), Chanun (Academy of Art SAC), Arianna (St. Anne MS), David (Generation Citizen), Oliver (LWHS), Joshua (Lowell HS), Jack (Burton SAC), Cyrus (Galileo SAC), Celi (former SAC member)

2. Approval of Agenda (Action Item)


Commissioner David, seconded by Commissioner Wu, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Wu, seconded by Commissioner He, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)



There was none.

5. Business (All Items to Follow Discussion and Possible Action)



A. Debrief meeting with Board of Education commissioners

Joshua, a member of the public, shared that the committee had met with Matt Haney and Sandra Lee Fewer at the last meeting. Committee members confirmed they were working with SAC members to see about passing a resolution of support. Committee members discussed wanting to hold a youth lobby day on this issue and suggested placing a discussion on the topic on their next regular committee meeting agenda. There was no further public comment.

B. Student engagement efforts for 2015-16 term
a. Campus outreach

SAC members (Anna He, Chanun and Jack), agreed to bring up campus outreach at Monday’s SAC meeting. There was no further public comment.

b. SAC updates

Chanun, a member of the public, described the SAC resolution would likely be heard in February. Commissioner He agreed to follow up to learn more about process. There was no further public comment.

C. Vote16 Youth Empowerment Academy Updates

Commissioner Bernick updated the group that c3 funding had been provided by Irvine foundation, YFYI, and YEF to Generation Citizen to support youth engagement on Vote16. This will allow Generation Citizen to hire a part time youth engagement coordinator. They plan to hire Celi Tamayo-Lee. Celi, a member of the public, introduced herself.

Commissioner Bernick asked who might like to help advise Generation Citizen’s youth engagement program efforts: Commissioners He and Wu expressed interest. Members of the public: Oliver, Joshua, and Polina also expressed interest.

Commissioner Bernick explained they would like to hold a training for youth advocates on vote16. The committee agreed to hold February 6-7 in their calendar and directed staff to research meeting spaces.

D. Debrief recent presentations and Review dates for upcoming meetings and presentations

Commissioners gave brief updates on presentations at Victory over Violence, Youth Arts Summit, and Teen Tech SF conference.

Staff member, Adele Failes-Carpenter, asked who could attend a presentation to the Youth Arts Exchange Youth Advisory Board this upcoming Monday. Members of the public, Joshua and Neo, expressed they would like to attend.

Commissioner Bernick explained that Alex Randolph, of the CCSF Board of Trustees, would be attending the committee’s next meeting.

There was no further public comment.

E. Committee plans for mid-year retreat

Commissioner Bernick invited students active with the issue to attend the YC mid-year retreat and meeting on Sunday, January 17, 2016 from 12-2 pm to work on a timeline for Vote16.
Cyrus Quan introduced himself as a member of the SAC. He explained the SAC already supported vote16 and accordingly, he was working on a resolution to advise the BOE to support it, but that he was personally opposed to the idea of 16 year old voting.

There was no further public comment.

F. Review other committee priorities

Commissioner Bernick, seconded by Commissioner David, moved to move the regular committee meeting time to 5pm. There was no public comment. The motion was approved by acclamation.

Commissioner Bernick moved to have a community co-facilitator of regular meetings. Commissioner David seconded. Polina expressed she would like to co-facilitate the next meeting. There was no further public comment. The motion was passed by acclamation.
