1. Call to Order and Roll Call
The meeting was called to order at 5:23 PM. Commissioners present: Madeleine Matz, William Juarez, Stephanie Li. Luis Avalos-Nunez arrived late. Staff present: Allen Lu. There was quorum.
Commissioners Matz and Li requested for an excused absence for December 15th. Commissioner Matz also requested an excused absence for December 29th.
There was no public comment.
2. Approval of Agenda (Action Item)
Commissioner Matz, seconded by Commissioner Li, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

A. Review and edit ELL survey and discuss next steps
a. Review EL data reports
Commissioners discussed the intention of the survey. Staff shared that the original intent of the survey was to hear directly from undocumented youth the services and resources available to them. The commissioners evaluated whether the ELL classrooms were the best route to take. They decided to put the survey on hold.

B. Review 12N history and next steps
Staff shared with commissioners a brief context of 12N, and 2013 Commissioner Mia Tu Mutch’s work in creating a training video for the Department of Public Health. The commissioners requested a viewing. Staff will follow up on this request. Staff also recommended that a 12N ad hoc committee be formed if there is enough interest and capacity to move forward with the priority by convening and following up with city departments.

C. Brainstorm and discussion of committee priorities
Commissioners discussed reaching out to the Housing, Environment, and City Services Committee to collaborate on putting a hearing on together to identify solutions to gentrification of children, youth, and families. They came up with questions that they would like to ask. The committee will reach out to the HECS committee for follow up.
The commissioners also delegated teams to work on three priorities: Extending dollars for legal representation for undocumented youth and creating funding for mental/social services, forming recommendations from the Community Benefit Agreements, and following up on the possibility of a Mental Health Peer Mentoring program.

D. Review current pertinent legislation
There was none.
7. Executive Committee Report
Commissioner Avalos provided some background on the December 7th Full Commission Meeting and legislation referred regarding the proposed jail/rehab center. He updated the committee that the YJ committee filed a request for a youth-friendly hearing.

8. Staff Report
Staff updated the committee about the progress of Vote16SF and the YEF grant. Staff also reminded the committee of upcoming transitions.

The meeting was adjourned at 7:01 PM.
