1. Call to Order and Roll Call
The meeting was called to order at 5:17 PM. Commissioners present: Madeleine Matz, William Juarez, Luis Avalos-Nunez. Commissioner Stephanie Li was absent. Staff present: Monica Guzman. There was quorum.
There was no public comment.
2. Approval of Agenda (Action Item)
Commissioner Matz, seconded by Commissioner Avalos Nunez, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

5. Presentations (All Items to Follow Discussion and Possible Action)
A. Presentation from the Office of Civic Engagement and Immigrant Affairs (OCEIA)
Presenter: Richard Whipple, Deputy Director - Programs, OCEIA

Richard Whipple and Kraig Cook gave a presentation on the work that they do at OCEIA. There are four main areas in the work OCEIA does in regard to immigrant affairs. They are legal services and immigration support, language access ordinance, the community ambassador program and the DreamSF fellowship program.
6. Business (All Items to Follow Discussion and Possible Action)
A. Review and edit ELL survey and discuss next steps
The committee reviewed and did some edits to the ELL survey. They decided to have two surveys instead of one. They contacted members of the SAC to received feedback on the survey and invited them to their next meeting. They are also going to have Angie Romero from SFUSD come in to discuss the work the district has been doing with unaccompanied minors and other recent immigrants.
B. Brainstorm and discussion of committee priorities
The committee had a discussion on their committee priorities. After a discussion with OCEIA, they decided to put follow up on implementation of the DACA fee waiver pilot program on hold until February 2016. They want to focus their efforts on 1) the ELL survey, 2) implementation and enforcement of 12N and transgender youth issues, 3) youth involvement in CBA’s, 4) unaccompanied youth needs and 5) they would like to work collaboratively with the HECS committee on having a hearing on family and youth affordability in San Francisco.
