The meeting was called to order by Commissioner Yu at 5:06pm.

Commissioner Wu, seconded by Commissioner Bernick moved to approve the agenda for the meeting. The motion was approved by acclamation.

1. Check-in

Commissioner Wu facilitated a Focus Group designed by DCYF’s Youth Advisory Council with the committee. Commissioner Yu facilitated a discussion around social media outreach strategies for the Affordable Care Act.

1. Review Discussion and Feedback from Support For Families

The committee reviewed minutes from last meeting and revisited their goal for the resolution. They confirmed that they want to focus on “awareness (not inclusion for) about students with special needs.” The realized that people were on different pages and had a working group session as a team.

1. Working Group
The committee first specified their goal for the creation of an “awareness curriculum that allows typical students to understand their peers with disabilities, and the effects disabilities have on students in special education, so that all students can learn to accept those with differences.”

The committee then deductively scaffolded items for why an awareness curriculum such as this is critical: social misinterpretation/impacts that SpEd students experience (i.e. name-calling), helping with the anti-bullying movement, that there are programs that exist in SF that support building awareness of SpEd, the existence of federal and state laws, citing the number of students in SpEd, that the SFUSD curriculum currently does not teach about any type of awareness, observations of segregation students currently see.

The committee then discussed if they should have a survey and voted in favour of doing one. The committee will come up with one question each by Friday, and finalize by next Wednesday. They hope to distribute them soon after. Staff will look over draft resolution and remove clauses that do not pertain to the items mentioned in the deductive scaffolding exercise.

6. Staff Report


1. Programmatic updates, review upcoming events

Salvador Lopez Barr updated the committee on the E-Cigarette Campaign movement, tomorrow at City Supervisors meeting at 2pm; the SAC will provide support of this resolution regarding the use of electronic cigarette use in public areas; SAC’s participation in the kick off of the Crossing Guard Program at Commodore Sloat Elementary School with Supervisor Yee and Superintendent Carranza on March 3, 2014. Up next is: Alice Fong Yu and Lakeshore Elementary Schools; and SAC’s 11th Annual Youth Summit at Ft. Mason from 10am-3pm on Friday March 28, 2014.

Allen Lu briefly updated the committee about the Credit Recovery Item on the Joint Select Committee Meeting, Free MUNI For Youth mobilization, and the Children’s and PEEF Fund.

Commissioner Yu, seconded by Commissioner Bernick, motioned to report updates from this meeting to the Executive Committee. This motion was approved by acclamation.
