1. Call to Order and Roll Call


The meeting was called to order by Commissioner Yu at 5:01pm.

2. Approval of Agenda (Action Item)

Commissioner Bernick, seconded by Commissioner Wu moved to approve the agenda for the meeting. The motion was approved by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)

A. Check-in

The committee members checked in by sharing their summer plans.

B. Status of Proposal – Updates from YC and SAC staff

Mr. Lu briefed the committee about what has happened since the last time they met three weeks ago. Staff received contact from SFUSD Associate Superintendent, Mr. Kevin Truitt, requesting that the committee consider a different approach. Instead of introducing the resolution urging the School District to implement a Disability Awareness Curriculum, Mr. Truitt proposed that the committee formally inquire the District’s departments about what they are currently doing around Disability Awareness. The committee hoped that this could have happened earlier when they expressed this interest, but agreed that this was a reasonable route to take.

Mr. Lopez-Barr provided an update on behalf of Mr. Truitt and the Student, Family and Community Support Department (SFCSD). He shared a memorandum detailing the efforts that currently exist: Expanded Learning Collaborative (ExCEL); Response to Intervention (RTI) which includes Restorative Practices, Trauma Sensitivity, Cultural Competency, De-Escalation Strategies, and Positive Behavioral Intervention Strategies; Six Strategies for Success – Tier 1, 2, and 3 Support Programs; Matrices System Development Preventive measures; Second Step Program; Rethink Curriculum Program; Beyond Differences Program; Best Buddies Program; Peer Resources Program; and Wellness Center Programs.

Mr. Lopez-Barr had also contacted Mrs. Adriasola-Martinez (appointed by California State Superintendent Jack O-Connell to be on the Health Education Standards Advisory Panel) who shared with him the meaning of SFUSD’s true inclusion initiative. True Inclusion is not practiced by calling out specific population demographics to help them; these are all implicitly entailed in the programs.

The committee members asked about the programs, specifically the ones that directly educate and engage mainstream students with their counterparts who are disabled. They highlighted interest in the Beyond Differences Pilot program at Aptos Middle School because it directly trains student leaders who help create the safe and inclusive environment.

C. Next Steps

Due to the budget season, Mr. Lopez-Barr felt that a motion urging the District to meet with the City, Commissioners, and stakeholders would cause stress on District staff. He proposed that the committee focused on promotion of the programs/efforts that currently exist.

The committee members agreed that more promotion of existing efforts is needed, thought this does not address their goal of direct education of mainstream students about their peers who experience disability. However, they feel that it is a step forward and agreed to introduce a resolution commending all of the disability awareness programs the District is currently doing, and encourage more exposure and publicity of these efforts.

They also discussed a motion urging the City to conduct a hearing, but requested more time to consider this idea. The committee requested that this be discussed at an upcoming meeting.

6. Staff Report

A. Programmatic updates, review upcoming events

Mr. Lu updated the committee about the status of the Policy & Budget Priorities and Annual Report.

Mr. Lopez-Barr shared the timeline for the SAC and Board of Education. The Board has its final meeting in two weeks. The SAC has their final meeting, which is primarily ceremonial, this Friday.

7. Items to Report to Executive Committee (Action Item)

Commissioner Yu, seconded by Commissioner Wu, motioned to request the Executive Committee put their Resolution Commending the San Francisco School District in their efforts around Disability Awareness.

8. Executive Committee Report (Discussion Only)

Vice Chair Kong wanted the Education Committee to know that she will be working with staff to compile a powerpoint presentation in preparation for the second reading of the Policy & Budget Priorities.

9. Adjournment

The meeting was adjourned at 7:04pm.
