1. Call to Order and Roll Call

The meeting was called to order at 4:10pm. Commissioners present: LaCroix (departed 5:13pm), Tu Mutch, Yang. Commissioners tardy: Brodwin. Commissioners absent: Bonner. There was quorum. Staff present: Yedidia.

 

2. Approval of Agenda (Action Item)

Commissioner LaCroix, seconded by Commissioner Tu Mutch, moved to approve the meeting agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. January 4, 2012

Commissioner LaCroix, seconded by Commissioner Tu Mutch, moved to approve the minutes to the meeting of January 4, 2012. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Staff Report/Update on Communications, etc.

Mario Yedidia updated commissioners on proposed ordinance file no. 111374, a piece of trailing legislation sponsored at the Board of Supervisors level by Scott Wiener, that is part of a larger change in the Planning Code that carves out a definition of “Student Housing.” This larger change in the Planning Code is part of an attempt, led by the advocates at the Housing Action Coalition, to incentivize the building of more student housing in San Francisco.

While it would probably be possible to get the proposed ordinance referred to the Youth Commission under the Charter, Mario suggested that given the pretty technical nature of the current piece of legislation, it might not be the best use of the Youth Commission’s time.

6. Business (All Items to Follow Discussion and Possible Action)

A. Establishing the agenda for the February 6, 2012 full Youth Commission meeting

Commissioners agreed to agendize the following: a first reading of the Youth Commission’s Youth Justice Committee resolution regarding the outdoor recreation area at Juvenile Hall; a discussion of the Executive Committee’s memo to the full Youth Commission; a motion to have a youth community budget town hall/training.

B. Update: following up on post-mid year retreat committee work for Youth Commission Budget Priorities

Executive Committee members fashioned a set of “instructions” in the form of a memo to their colleagues—which they decided to agendize for discussion at the next full Youth Commission meeting—that would

C. Approval of letter requesting joint youth community budget hearing with Mayor’s Office & Board of Supervisors

Executive Committee members decided not to send such a letter, but to formally request that the Youth Commission take up the issue of planning a two-part event in early March related to the City budget process: a training for young people on how the budget process works and a hearing/input-gathering event that would allow young people to offer their perspectives on the City’s most critical services, etc.

D. Update on Officer Duties: Legislative Affairs, Outreach, Media & Public Relations

This item was tabled.

7. Adjournment

The meeting was adjourned at 5:40pm.
