1. Call to Order and Roll Call


The meeting was called to order at 5:06 p.m. Commissioners present: Nicholas Persky, Christine Huynh, Mia Shackelford. Commissioners absent: Rachel Brodwin, Paul Monge-Rodriguez. Staff present: Mario Yedidia.

There was quorum.

2. Approval of Agenda (Action Item)


Commissioner Huynh, seconded by Commissioner Shackelford, moved to approve the agenda. The motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)


A. Wednesday, January 30, 2013

Commissioner Shackelford, seconded by Commissioner Huynh, moved to approve the minutes to the meeting of January 30, 2013. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)



Youth Commissioner Eric Wu brought forward a request to have legislation file no. 120669 “Ordinance amending the subdivision code, by adding section 1396.4, to adopt a condominium conversion impact fee applicable to buildings participating but not being selected in the 2012 or 2013 condominium conversion lotteries only, subject to specified requirements, including lifetime leases for non-purchasing tenants; and adopting environmental findings”, be referred to the next full Youth Commission meeting. Commissioner Wu explained that the legislation was more commonly known as the condo/TIC legislation, and given his background and experience in affordable housing, would like to have this legislation referred to the commission.

5. Business (All Items to Follow Discussion and Possible Action)


A. Staff report

Youth Commission Director Mario Yedidia brought forward three items to the committee. First, he shared that the Youth Commission’s outreach plan is happening. Youth Commission staff have been working on a civic engagement and outreach plan for the commission. Adele Carpenter, the Youth Commission’s Community Outreach and Civic Engagement coordinator have been actively attending meetings out in the community and bringing Youth Commission work to different youth groups. Then, Mr. Yedidia shared that the Board of Supervisors’ Budget and Finance committee approved and forwarded the Clerk of the Board’s budget. Youth Commission staff will be working hard to increase the visibility and presence of the commission in and out of City Hall to ensure that the office will have its historical 3 staff capacity. Finally, Mr. Yedidia announced that after 3.5 years, he would be leaving the Youth Commission. He would share more details at the upcoming meeting.

B. Consideration of authorization of the following absences:

Monday, February 4, 2013
i. Commissioner Carrion (*notified staff before meeting)
ii. Commissioner Guzman-Ramos (*notified staff before meeting)
iii. Commissioner Warri

Commissioner Shackelford, seconded by Commissioner Huynh, moved to forward the absences of Commissioners Carrion and Guzman-Ramos to the next full Youth Commission meeting. This motion was approved unanimously by acclamation.

C Approve the agenda for the February 19, 2013 full Youth Commission meeting.

Committee members agreed to an agenda including the following items: to have legislation file no. 120669 referred at the meeting; second readings of Youth Commission resolutions on urging the SFUSD and City & County to assist undocumented students file for deferred action, urging against the potential policy that would enable juvenile probation officers to be armed with weapons, and the potential for the Police Department to acquire stun guns, and a resolution commending the Baltimore Youth Commission and their football team; and a presentation on the Community Outreach and Civic Engagement plan. Commissioner Huynh, seconded by Commissioner Shackelford, moved to approve the agenda for the upcoming February 19, 2013 full Youth Commission meeting. This motion was approved unanimously by acclamation.

E. Officer updates

The commission’s legislative business have been largely covered in the creation of the agenda for the full Youth Commission meeting of February 19th. Commissioner Huynh shared that she was excited for staff to share the outreach plan with commissioners. Ms. Carpenter has also been sharing aspects of the community outreach plan with all committees.

F. Youth of the year award update

Commissioner Huynh shared that Commissioner Brodwin and Ms. Carpenter has been finalizing the award application and have created targeted outreach lists. The award information will be forwarded out to commissioners in an upcoming weekly internal email update.

G. Bay area-wide YC summit : next planning meeting on Friday, February 15, 2013 @ 5pm

Commissioners were reminded of the next planning meeting date.

6. Issue-Based Committee Reports (Discussion Only)


Commissioners gave a status update on each of their respective committees.

7. Executive Committee Report (Discussion Only)


Commissioner Persky would share information about the Youth of the Year award and the YC summit planning meeting dates with commissioners at the next meeting.
