1. Call to Order and Roll Call
The meeting was called to order at 4:09 PM. Commissioners present: Rachel Brodwin, Robin Bonner, Leah LaCroix, Mia Tu Mutch, Happy Yang. There was quorum. Staff present: Phimy Truong.2. Approval of Agenda (Action Item)
Commissioner LaCroix, seconded by Commissioner Tu Mutch, moved to approve the agenda. This motion was approved unanimously by acclamation.3. Approval of Minutes (Action Item)
A. February 15, 2012 Commissioner LaCroix, seconded by Commissioner Tu Mutch, moved to approve the minutes to the meeting of February 15, 2012. This motion was approved unanimously by acclamation.
4. Public Comment on Items not on Agenda (Discussion Only)
There were none.5. Staff Report/Update on Communications, etc.
Phimy Truong updated commissioners of the outreach and distribution efforts for the 2012-2013 Youth Commission application. Ms. Truong also shared with committee members an invitation to the swearing in ceremony of new youth commissioner, Antonia Huneeus. The swearing in ceremony will take place in front of the Mayor’s Balcony, on Thursday, March 1, 2012 at 10am.6. Business (All Items to Follow Discussion and Possible Action)
A. Establishing the agenda for the March 5, 2012 full Youth Commission meetingCommissioners agreed to agendize the following items for the meeting of March 5, 2012: a presentation from Recreation and Parks, a second reading of the Youth Commission’s Youth Justice Committee resolution regarding access to the outdoor recreation area at Juvenile Hall; a second reading of the Youth Commission’s Youth Employment Committee resolution on prioritizing youth employment during business negotiations; a second reading of Commissioner Joyce Sun’s resolution regarding Cal Grants; a second reading of Commissioner Sun’s resolution urging support of the Middle Class Scholarship Act.
B. Update on Youth Commission Business
Commissioner LaCroix updated her peers that during office hours with Director Mario Yedidia, she decided that it would be beneficial for members to understand what all committees are working on and have talking points ready on what each committee is focusing on. Commissioner LaCroix pointed out that as the Youth Commission’s Executive Committee, each member should have a clear idea of each commissioner’s work in their committees. LaCroix and Ms. Truong then gave a brief update on what each committee is currently working on. Committee members asked clarifying questions.
C. Preparation for Youth Community Budget Hearing
Committee members established roles and responsibilities for the budget hearing. Based on the draft outline of the event, commissioners delegated roles and set timelines for each section of the budget hearing.
I. Introduction –Commissioner LaCroix (5 minutes)
II. Budget Workshop – Commissioner Bonner will take the lead, Commissioner LaCroix will help (45 minutes)
• Each executive committee member will take on a section of the budget workshop, while Robin will help craft the workshop with the help of staff during her office hours
• Robin will work on a draft of what the workshop will look like at the hearing, using the YC’s current budget workshop curriculum, and present to the Executive Committee when it is ready
• Commissioner LaCroix will work on an interactive activity
III. Presenting the Youth Commission’s Budget Priorities & Youth Input/Feedback– Commissioner Yang & Commissioner Brodwin (1.5 hrs)
• Commissioner Yang will facilitate/lead the budget priorities section, with Commissioner Brodwin facilitate the youth input/feedback section
• Each committee will have 5 minutes to present their budget priorities
• After each committee presentation, there will be 20 minutes for youth feedback/input
IV. General Public Comment & Questions – Commissioner Tu Mutch (20 minutes)
V. Closing – Commissioner Tu Mutch and Commissioner Bonner (5 minutes)
Commissioners then discussed raffle prizes and location of budget hearing. Commissioners agreed that it should be in one location at City Hall and that outreach is very important for the event to be successful.
D. Update on Officer Duties: Legislative Affairs, Outreach, Media & Public Relations
Commissioner Brodwin shared that she will be coming into the office on Thursday, March 01, 2012 to work on outreach. Commissioner Tu Mutch reported that only 3 commissioners have emailed her their Media Public Relations Contribution Plan, but social media and internet traffic have been high for the Youth Commission in the last few months. Commissioner Bonner shared that there was no legislation introduced last week, and that she has been emailing her peers to update them on her work.
7. Adjournment
The meeting was adjourned at 5:26 p.m.Any materials distributed to the members of the Youth Commission within 72 hours of the meeting or after the agenda packet has been delivered to the members are available for inspection—along with minutes of previous Youth Commission meetings and all supplementary information—at the Youth Commission office during regular office hours (9am to 6pm, Monday—Friday).
