1. Call to Order and Roll Call
The meeting was called to order at 5:07pm. Commissioners present: Nicholas Persky, Paul Monge-Rodriguez, Mia Shackelford. Staff present: Mario Yedidia. There was quorum.
2. Approval of Agenda (Action Item)
Commissioner Shackelford, seconded by Commissioner Persky, moved to approve the agenda. This motion was approved unanimously by acclamation.
3. Approval of Minutes (Action Item)
A. Wednesday, October 31, 2012
There was no action taken on this item because it had been improperly noticed (the agenda attachment that should have been the draft minutes to the meeting of October 31 was in fact the already approved minutes from October 10.

Commissioners checked in by sharing their respective answers to the question: “If you could be in a tub full of anything, what would that substance be?”
B. Consideration of authorization of the following absences:
* Commissioner Sarah Armstrong’s absence from the full YC meeting of 11/5
Commissioner Monge-Rodriguez, seconded by Commissioner Shackelford, moved to recommend to the full Youth Commission that this absence be authorized. This motion was approved unanimously by acclamation.
* Commissioner Angel Carrion’s absence from the full YC meeting of 11/5
Commissioner Shackelford, seconded by Commissioner Monge-Rodriguez, moved to recommend to the full Youth Commission that this absence be authorized. This motion was approved unanimously by acclamation.
* Commissioner Ramon Gomez’s absence from the full YC meeting of 11/5
Commissioner Monge-Rodriguez, seconded by Commissioner Shackelford, moved to recommend to the full Youth Commission that this absence be authorized. This motion was approved unanimously by acclamation.

C. Set the agenda for the full Youth Commission meeting of December 3, 2012
Committee members agreed to an agenda that would include a presentation from the District Attorney George Gascon; a presentation from the youth group New Economic Rights for All, which is a project of the Mission SF Federal Credit Union; a presentation on the Department of Children, Youth and Their Families new request for proposals; and a presentation from the Youth Justice Committee on their work concerning Juvenile Hall and recreation access.
Commissioner Monge Rodriguez, seconded by Commissioner Shackelford, moved to approve this agenda. This motion was approved unanimously by acclamation.
D. Legislative Affairs update
Commissioner Monge Rodriguez updated his colleagues on two items of Youth Commission business. First, he announced the fact that the final policy vote in the effort to begin the free MUNI for youth pilot program would be this coming Tuesday, December 4, 2012 at the meeting of the San Francisco Municipal Transportation Agency’s Board of Directors. Secondly, Commissioner Monge-Rodriguez discussed the proposed $2.7 million budget supplemental for credit recovery courses in the San Francisco Unified School District that the Board of Supervisors is currently considering (and which the Youth Commission voted to support). At present, there are only five solid votes on this item (with six needed for passage and eight needed to override a potential Mayoral veto). Supervisor Jane Kim, the primary sponsor of this supplemental appropriation ordinance, had continued the item at the last full Board of Supervisors meeting, and she intended to whip the votes and bring the item to a vote at the next full Board meeting.
E. Communications and Outreach Officer update
Commissioner Warri being absent, there was no update to be had.
F. Bay Area-wide YC summit – agenda for the 1st planning meeting
Commissioners reviewed the proposed agenda for the upcoming planning meeting between Oakland and San Francisco Youth Commissioners and staff – the first in an effort to plan a Bay Area-wide action summit that will bring together youth commissions from across the region.
6. Issue-Based Committee Reports (Discussion Only)
Commissioner Monge-Rodriguez reminded his colleagues that the Youth Justice Committee would be providing the entire Youth Commission with a report at the next full meeting of December 3 regarding the committee’s ongoing work to increase outdoor recreation access at Juvenile Hall. He also told his colleagues that the Youth Justice Committee was reengaging the Police Department in an effort to follow up on – and push the Department to follow through on – the three policy changes to improve youth-police relations to which the Department agreed in April of 2012, in the wake of the first ever joint hearing between the Youth and Police Commissions.
Commissioner Shackelford updated her colleagues on the work of the Youth Employment Committee, which had drafted a resolution regarding last summer’s first ever “Summer Jobs+” program, which the Mayor launched to provide 5,000 young people with jobs in both the public and private sectors. Moreover, the committee was pursuing work on the Obama Administration’s work visa program for undocumented young people who immigrated to the United States in their youth (commonly referred to as “deferred action”).
Staff Yedidia updated the committee on the work of the Housing, Lesbian, Gay, Bisexual, Transgender, Queer and Questioning (LGBTQQ) Issues and Transitional Age Youth (TAY) Issues Committee. This committee has recently assisted the Department of Public Health complete a training video on LGBTQQ sensitivity for City employees who work with youth and youth service providers who contract with the City, as required under Chapter 12N of the Administrative Code. The pilot of this training video should begin in January of 2012. Moreover, the committee was beginning to do research and talk to both City staff and nonprofit affordable housing developers and managers and housing advocates regarding how to prevent evictions and displacement in buildings with relatively few numbers of the units – and, also, how it might be financially feasible for affordable housing developers and managers to construct and/or manage small site buildings.
7. Executive Committee Report (Discussion Only)
Commissioner Persky announced his intention to invite -- at the next full Youth Commission meeting of December 3 – commissioners to attend the Friday, December 7 planning meeting with the Oakland Youth Commission regarding the upcoming regional YC summit.
