1. Call to Order and Roll Call

The meeting was called to order at 4:36 pm. Commissioners present: Wu, Mansori, He, Avalos, Plunkett; Commissioners absent: None; Staff present: Adele Failes-Carpenter

2. Approval of Agenda (Action Item)

Commissioner He, seconded by Commissioner Mansori, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Avalos, seconded by Commissioner Plunkett, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Executive officer updates, check-ins

Commissioners shared updates about their weeks. There was no public comment.

B. Updates from check-ins with commissioners

Nearly all check ins with commissioners had been completed and committee members agreed to finish before the next EC meeting. There was no public comment.

C. Debrief last full Youth Commission meeting
Committee members suggested that discussion should be limited on some items. There was no public comment.

D. Updates on commission outreach and communications

Commissioners He and Mansori updated the committee that they would present the outreach plan at the next full YC meeting. There was no public comment.

E. Review of recent youth-related Board of Supervisors legislation

Commissioner Plunkett advised that a hearing on transgender youth issues would be referred at the next meeting. Staff member, Allen Lu, updated that Supervisor Kim would present on the school sexual assault task force in November. There was no public comment.

F. Review OCOF Data Report

This item was tabled until the next meeting.

G. Committee reports

Committee members offered brief updates from their most recent committee meetings. The Economic Justice and Immigration committee will focus on DACA, ELL surveys, unaccompanied minors, and a townhall. Civic Engagement committee reviewed training priorities and will review empowerment academy applications. Housing City Services committee will review the affordable housing legislation that has been introduced. There was no public comment.

H. Approve agenda for October 19, 2015 Full YC Meeting

Commissioner He, seconded by Commissioner Mansori, moved to approve the agenda with the following non-standing items:

• Legislation referred on transgender youth hearing
• YC outreach plan presentation
• Voting age legislation presentation

There was no public comment. The motion was approved by acclamation.

6. Staff Report

Staff invited commissioners to the upcoming first OAC meeting. There was no public comment.

The meeting was adjourned at 5:24 pm.
