1. Call to Order and Roll Call for Attendance



Vice Chair Wu called the meeting to order at 5:20 pm. Commissioners absent: Kong, Juarez, Soto, Plunkett, Avalos, Calderon, Matz, Pating; There was quorum. Commissioner Soto noted present at 5:25 PM.

Commissioner He, seconded by Commissioner Bernick, moved to excuse the absences of Commissioners Matz, Avalos, and Plunkett. There was no public comment. The motion was passed by acclamation.

2. Approval of Agenda (Action Item)



Commissioner Bernick, seconded by Commissioner Li, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)



A. April 4, 2016

Commissioner Mao, seconded by Commissioner Mansori, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.

5. Presentations (All Items to Follow Discussion and Possible Action)



A. Overview of Chinese Community Health Resource Center and Request for Sponsorship of CCHRC’s Asian American Public Health Youth Leadership Academy (AAPHYLA) program
Presenter: Joyce Chang, Program Manager, Chinese Community Health and Resource Center

Ms. Chang gave an overview of the peer health education and leadership projects led by six AAPHYLA ambassadors in 2013-14. The program is meant to address the public health workforce shortage with the leadership of Asian American youth. Ms. Chang requested youth commissioners’ support for the 2016 program. Commissioner Mansori, seconded by Commissioner David, moved to co-sponsor the project. The motion was approved by acclamation.

6. Youth Commission Business (All Items to Follow Discussion and Possible Action)



A. Motion 1516-AL-11 Recommending Angel Carrion for appointment to the youth seat on the Work Group to Re-envision the Jail Replacement

Commissioner Galeano, seconded by Commissioner Marshall-Fricker, moved to recommend Angel Carrion for a seat on the work group to reenvision the jail replacement. There was no public comment. The motion was passed by acclamation.

B. [First Reading] Youth Commission Budget & Policy Priorities for Fiscal Years 2016-2017, and 2017-2018

Commissioners read the document into the public record. There was no public comment. Commissioner Li clarified that priority two may be split into two priorities. Commissioner Soto clarified that the recommendation to have TAY dedicated spaces in navigation centers would be added to priority 6. Commissioners Li, Bernick, and He were interested in working on the 12N priority. Commissioner Li clarified that priority #12 would likely be eliminated from the second draft.

7. Committee Reports (Discussion Only)



A. Executive Committee

Vice chair Wu shared that the committee worked on budget and policy priorities.

B. Housing, Environment, and City Services Committee

Commissioner Soto explained the committee had heard a presentation from the Navigation center director and worked on policy priorities.

C. Economic Justice and Immigration Committee

Commissioner Li explained that the committee had worked on budget and policy priorities.

D. Youth Justice Committee
Commissioner Galeano explained the committee had recommended Angel Carrion to the work group and worked on policy priorities.

E. Civic Engagement Committee

Commissioner Bernick explained that the DCCC had endorsed Vote16 and the board of supervisors was considering a motion to meet jointly with the youth commission to consider the vote16 charter amendment.

F. Our Children Our Family Council

There were no OCOF updates.


8. Staff Report (Discussion Only)



Staff members Leah LaCroix and Adele Failes-Carpenter shared programmatic updates and opportunities.

9. Announcements (This Includes Community Events)



Commissioner Galeano implored her colleagues to respect the vice chair and presenters and avoid side talk.
