1. Call to Order and Roll Call
Chairwoman LaCroix called the meeting to order at 5:19 p.m.
Commissioners present: Sarah Armstrong, Javonte Holloway, Betty Huey, Leah LaCroix, Lily Marshall-Fricker, Mia Tu Mutch, Rene Ontiveros, Nicholas Persky, Joyce Sun, Huimin “Happy” Yang. Commissioners tardy: Jonathan Baer (arrived at 5:21 pm), Robin Bonner (arrived at 5:27pm), and Rachel Brodwin (arrived at 5:28pm). Commissioners absent: Angel Carrion, Antonia Huneeus, Hillary Liang, and Mia Shackelford. There was quorum. Staff present: Mario Yedidia, Phimy Truong.
2. Approval of Agenda (Action Item)
Commissioner Holloway, seconded by Commissioner Marshall-Fricker, moved to approve the agenda. This motion was approved unanimously by acclamation.
3. Approval of Minutes (Action Item)

Commissioner Persky, seconded by Commissioner Tu Mutch, moved to approve the minutes to the meeting of Monday, March 19, 2012. This motion as approved unanimously by acclamation.

5. Legislation Referred from the Board of Supervisors (All Items to Follow Discussion and Possible Action)
There were none.
6. Legislation Report on Youth Commission Items Sent to the Mayor and Board of Supervisors (Discussion Only)
Youth Commission staff, Mario Yedidia, then briefed the commission on their legislative work. He started with resolution 1112-AL-10 Calling on the Mayor and the Board of Supervisors to Launch a Local Summer Jobs+ Plan, which was adopted unanimously by the Youth Commission on March 19, 2012. This resolution has been introduced by Supervisor Christina Olague, with Supervisors Campos, Avalos, and Kim as co-sponsors, at the Board of Supervisors meeting on March 27, 2012. This resolution will likely go to the Budget and Finance committee on Wednesday, April 11, 2012. Director Yedidia shared that he has heard that the Mayor will be making his own announcement about what a local Summer Jobs+ will look like soon, the date has yet to be announced; staff will be updating commissioners about this news as soon as possible. Mr. Yedidia then shared that resolution 1112-AL-07 Urging the Mayor and the Board of Supervisors to Prioritize Youth Employment During Business Negotiations, adopted by the Youth Commission on March 5, 2012, had been introduced by Supervisor Olague at the March 20, 2012 Board of Supervisors meeting. This resolution was then adopted at the March 27, 2012 board meeting. Mr. Yedidia then concluded by sharing that Supervisor Jane Kim has confirmed that she would be introducing a version of resolution 1112-AL-08, Urging the San Francisco Board of Supervisors and the Mayor to Oppose Governor Jerry Brown’s proposed 2012-2013 Budget Which Would Raise the Bar for Cal Grant Financial Aid. This resolution was written by Commissioner Sun, and was adopted by the Youth Commission on March 19, 2012. Mr. Yedidia thanked the commission for their work.

A. Presentation on the City & County of San Francisco’s Budget for the 2012-2013, 2013-2014 Fiscal Years

Kate Howard, the Mayor’s Budget Director, introduced herself to the commission and gave a brief overview on what the City & County of San Francisco’s budget will look like for the 2012-2013 and 2013-2014 fiscal years.
Commissioners LaCroix, Tu Mutch, and Ontiveros asked clarifying questions.
8. Staff Report (Discussion Only)
Chairwoman LaCroix tabled this item as the meeting was going over time, and the Special Meeting with the budget training was set to start at 6:00 p.m. Some youth from other organizations had started trickling in to room 416 and the Chairwoman LaCroix wanted to respect the time of the youth and the commission.
