1. Call to Order and Roll Call

Chair LaCroix called the meeting to order at 9:33 a.m.
Commissioners present: Armstrong, Baer, Bonner, Brodwin, Carrion, Holloway, LaCroix, Liang, Marshall-Fricker, Tu Mutch, Ontiveros, Persky, Shackelford, Sun. Commissioners absent: Chan. Commissioners tardy: Yang (arrived at 9: 35AM). Staff present: Yedidia, Truong.

There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Tu Mutch, seconded by Commissioner Holloway moved to approve the agenda of January 22, 2012. This motion was approved unanimously by acclamation.

3. Public Comment on Items not on Agenda (Discussion Only)

There were none.

4. Youth Commission Business (All Items to Follow Discussion Only)

A. Energizer
Presenters: Commissioner Tu Mutch and Staff

Commissioner Tu Mutch started the second day of the mid-year retreat with a few energizer activities. Commissioners participated in a lively team building activity.

No official action was taken.

B. Public Speaking Workshop
Presenters: Bay Area Urban Debate League Staff

The Bay Area Urban Debate League staff Perry W. Green and Dmitri Seals introduced themselves to the commission and gave a detailed overview on how commissioners can serve as compelling examples of active citizenship during public comment.

Mr. Seals then explained the relationship between the SUN (Self-Us-Now) model and the 3-tier process (personal narrative, academic/traditional intellectual, and organic intellectual) for public speaking and how it can help in the context of public advocacy.

Commissioners engaged in a robust discussion about breaking the stereotypes and reasons politicians would dismiss youth during public comment, and gave input on why their voice matters.

Commissioners asked clarifying questions.

C. Committee Reports (Youth Employment Committee; Youth Justice Committee; Youth City Services Committee; Youth Immigration Committee; School District Curriculum and Class Time Issues Committee; School District Student Support and Facilities Committee)
Presenters: Committee Chairs

Commissioners Armstrong, Ontiveros, Baer, Yang, and Bonner, gave a brief presentation on where their respective committees were at in terms of mid-year goals and budget priorities.

Commissioner Armstrong, Chair of the Youth Employment Committee shared the following on where her committee was at:

*Fall Semester – Research
• LYRIC, SF Youth Employment Coalition, America’s Cup, Youth Works, Youth Vote, DCYF, and more…
• drafted recommendations and feedback to America’s Cup Youth Involvement Plan & Mayor Lee’s Jobs Plan

*Spring Semester
• Reso 1: Summer Jobs +
Status: passed, Elsbernd to sponsor at board and meeting with Mayor’s aides set up (Shackelford, Persky)
• Reso 2: Youth Jobs Plan in City to private sector deals
Status: Almost done, talk about it in meeting
• Reso 3: Youth Involvement Plan in city events
Status: In process/almost done, more research
• Reso 4: One –Stop centers budget
Status: in progress/research

*Outreach: Summer Jobs+ awareness (especially in disadvantaged communities)

*Budget Priorities (late February)
• One Stop Centers
• Efficient/effective youth employment funding
• More funding for summer jobs

*Research:
• Employment for undocumented youth (connect more with other committees on this)
• Summer Jobs+ plan, stay up to date on this
• DCYF’s youth employment program satisfaction surveys

Commissioner Ontiveros, Chair of the Youth Justice Committee shared the following committee priorities:

• YGC Yard Resolution Completion (deadline: Friday, January 27, 2012)
• police training on de-escalation tactics (Wed, January 25, 2012 2-4 pm in Campos’ office)
• distribution of Know Your Rights materials, planning for possible interactive event/assembly for youth
• implement DGO 7.02
• getting youth access to libraries at the hall and log cabin ranch, TBD – investigate possible funding sources
• SAC plan of action and email Library Program Coordinator
• meet at Lick or City on February 9, 2012

Commissioner Baer, Chair of the Youth City Services committee shared the following committee priorities:

Goals:
• Hearing on Housing
• Budget Priorities
• Resolutions
o Follow-up on TAY

o Proposed ordinance in Castro

Commissioner Yang, Chair of the Youth Immigration Committee shared the following committee priorities:

• More outreach to the immigrant community
• Employment for undocumented youth
• Internships and educational scholarships for undocumented youth
• Access to more classes in SFUSD, SFUSD to pay more attention to immigrant youth at their schools
• More workshops on financial aid, higher education, etc… for this community
• Toolkit for counselors to better serve undocumented youth
• More legal services , legal clinics (collaborate with OCEIA)
• Mentorship, cultural affirmation, political education, leadership/empowerment

Commissioner Carrion left the retreat at 2:45 p.m.

D. Goal Setting Workshop
Presenters: Commissioner Brodwin and Staff

Commissioner Brodwin led her colleagues through a goal setting workshop. Brodwin started with an introduction to S.M.A.R.T. goals, which stands for smart, measurable, attainable, realistic, and timely goals.

After Brodwin’s presentation, commissioners got into small groups to discuss their individual and group goals for the rest of the year. Commissioners engaged in a serious discussion on where they were at with respect to their work as a commissioner, what they were lacking on, and how they can best support each other. Commissioners then created goals to move forward.

No official action was taken.

5. Adjournment

The meeting was adjourned at 3:42 p.m.
