1. Call to Order and Roll Call for Attendance

Chair Avalos-Nunez called the meeting to order at 5:20 PM. Commissioners present: Jillian Wu, Lily Marshall-Fricker, Erica Kong, Stephanie Li, Cris Plunkett, Anna He, Noah David, Giovanna Soto, Cecilia Nicole Galeano, Madeleine Matz, Luis Avalos-Nunez, Anna Bernick, Jarrett Mao, Hatim Mansori

Commissioners Juarez, Calderon and Pating were absent.

There was quorum.

Staff present: Leah LeCroix, Adele Failes-Carpenter, Monica Guzman

Commissioner Juarez and Commission Calderon had requested an authorized absence. Commissioner Marshall-Fricker, seconded by Commissioner Galeano, motioned to approve this absence. The motion was approved by acclamation.

Commissioner Pating had stated she would be arriving late. Commissioner Pating arrived at 5:50 PM.

2. Approval of Agenda (Action Item)

Commissioner Bernick, seconded by Commissioner Mansori, moved to approve the agenda. The motion was approved by acclamation.

There was no public comment.

3. Approval of Minutes (Action Item)

Commissioner Mao, seconded by Commissioner Wu, moved to approve the minutes. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

Daniel Landry, a San Francisco resident and member of the Justice for Mario Woods Coalition spoke to the youth commissioners. He described the events of December 2nd where Mario Woods was killed by the SFPD. The coalition believes that that there needs to be a public hearing at the Board of Supervisors level. He is seeking support from the Youth Commission. He is requesting that the Youth Commission call for a public hearing or write a motion of support to bring justice for the killing of Mario Woods. He invited the youth commissioners to their next meeting on Monday.

Commissioner Galeano asked how else the Youth Commission could be involved with this movement. He left his contact info and would like to meet with the full youth commission or the youth justice committee if possible.

Hillary, former District 3 Commissioner, 2009-2011, came to speak to the Youth Commission. She stated that being a youth commissioner helped her career in public policy. She came to speak about a project she’s working on regarding homelessness in the Tenderloin. She hopes to create a resource fair in May. At the fair the main objective will be to connect potential users with health care providers. There are 3 phases, 1) raising awareness, 2) actual day of the fair and 3) implementation after the fair. She hopes to speak with city officials regarding subsidized mental health. If youth commissioners want more information they can contact Hillary.

Staff asked for a show of hands of who might be potentially interested in helping: Commissioner He, Plunkett, Avalos-Nunez, Matz, Soto, Kong.
Commissioner Plunkett asked why she was focusing on the Tenderloin neighborhood. Hillary stated that the Tenderloin has the highest concentration of homeless people. As of last homelessness survey, 20% of homeless youth are under 25. Therefore she felt this is an important issue for youth.

6. Presentations (All Items to Follow Discussion and Possible Action)

A. San Francisco Youth Empowerment Fund
Presenters: Breanne Harris, Associate Director, YEFSF; Youth Empowerment Fund Advisory Board (YEFAB)

Youth Empowerment Fund Advisory Board came to present. The first presenter was Cora Nelson, senior at SOTA. She’s a community funder for YEF. There were also 3 other presenters with her, Elaine, Estrella and Tahmaya. They were also community funders with YEF.
YEF is a program of DCYF in partnership with urban services. They provide programming and grants for San Francisco youth. The presenters gave more information on the programs they fund. They also touched upon Youth Advocacy Day.

Chair Avalos Nunez asked if there was anything else the Youth Commission could do to support YEF. They stated that they would love help with Youth Advocacy Day. They stated that the youth commissioners should contact Wahid if you are interested in participating with Youth Advocacy Day. Commissioner Bernick, Soto, Li, Mao, He, Galeano, Plunkett, Wu, Avalos-Nunez, Mansori all stated that they are interested in participating in Youth Advocacy Day.

Commissioner Galeano wanted to say that she is inspired by the work that the youth do at YEF. Commissioner Mansori gave props to the presenters. Commissioner Bernick stated she is glad to continue supporting Youth Advocacy Day. Commissioner He stated that the Youth Empowerment Academy received a 5k grant from YEF and thanked the presenters for coming in.

B. Parliamentary Procedure Refresher

Staff member Leah LaCroix gave a presentation on parliamentary procedure.

7. Youth Commission Business (All Items to Follow Discussion and Possible Action)

 

A. Youth Commission Motion 1516-AL-02 [San Francisco Youth Commission Support of Richmond Youth Council’s Recommendation to Lower the Municipal Voting Age]

Commissioner Wu read Motion 1516-AL-02 into public record. Her fellow commissioners gave positive feedback about the letter of support.

Motion to approve letter of support by Commissioner David, seconded by Commissioner Bernick. Staff conducted a roll call vote.
This motion passed by the following votes:

Ayes: Jillian Wu, Erica Kong, Cris Plunkett, Anna He, Noah David, Giovanna Soto, Cecilia Nicole Galeano, Madeleine Matz, Luis Avalos-Nunez, Anna Bernick, Jarrett Mao, Hatim Mansori, Grace Pating

Nays: Lily Marshall-Fricker

Commissioner Li stepped out of the room during this item therefore did not vote.

8. Committee Reports (Discussion Only)

A. Executive Committee

The EC did not have a meeting last week and do not have an update.

B. Housing, Environment, and City Services Committee

The HECS committee gave a brief update on their last meeting. They had two members of the public, one of which was David Pilpel from the Sunshine Ordinance Task Force.  They also reviewed their priorities for 2016.

C. Economic Justice and Immigration Committee

The EJI committee gave an update about their last meeting in December. They reviewed their priorities. They also contacted a local organization about programs for immigrant youth and discussed their priority of advocating for support for unaccompanied alien children.

D. Youth Justice Committee

The YJ committee gave a brief update on the work that they have been doing.

E. Civic Engagement Committee

The CE committee did not have quorum at their last meeting, but they still meet with two members of the board of education, Matt Haney and Sandra Fewer. Members from the Youth Empowerment Academy were there as well.

F. Our Children Our Family Council

There has not been a meeting since the last full YC meeting.

9. Staff Report (Discussion Only)

Staff Adele Failes-Carpenter stated that TAY SF is hosting a forum on police youth relations this Friday. She asked for a show of hands of who would be interested in attending. Commissioners Plunkett, Avalos-Nuñez and Pating all stated interested in attending.
She also stated that Human Rights Commission and Mo’ Magic are conducting another forum on Police and Youth Relations. They have a planning meeting on January 13th
Staff Adele will be attending and you can join her. If you can’t go but are interested please let staff know.

Staff Monica Guzman reminded youth about completing their Anti-Harassment training. She also gave a reminder about the mid-year retreat happening at The Mix on January 16 and 17th.

Staff Leah informed the commissioners about a workshop at the Mix, Tuesday at 5 PM. The workshop will focus on theater and how it can be used in both research and civics.

10. Announcements (This Includes Community Events)

Commissioner Wu announced that the OAC has a survey that she would like the youth commissioner to fill out. She will have it sent out in an upcoming weekly internal.
