1. Call to Order and Roll Call for Attendance
The meeting was called to order at 5:20 pm. Commissioners absent: Bernick, Juarez, Galeano, Pating, Matz, Marshall-Fricker. There was quorum.
Commissioner He, seconded by Commissioner Kong, moved to approve the absences of commissioners Galeano, Pating, Matz, and Marshall-Fricker. There was no public comment. The motion was passed by acclamation.
Commissioner Juarez noted present at 5:23 pm.
Commissioner Bernick noted present at 5:29 pm.
2. Approval of Agenda (Action Item)
Commissioner Soto, seconded by Commissioner Mao, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.
3. Approval of Minutes (Action Item)

Commissioner Wu, seconded by Commissioner Li, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.
4. Public Comment on Items not on Agenda (Discussion Only)
Whitney Wilson, from UCSF, invited commissioners to help outreach for a paid study with teens using long term birth control methods. There was no further public comment.
5. Consent Calendar (Action Item)
All items hereunder constitute a Consent Calendar. There will be no separate discussion of these items unless a Commissioner so requests. In that event, the item will be removed from the Consent Calendar and considered as a separate item immediately following the vote on the rest of the items.

Commissioner David, seconded by Commissioner Plunkett, moved to approve the consent calendar. There was no public comment. The motion was approved by acclamation.
6. Youth Commission Business (All Items to Follow Discussion and Possible Action)
A. Youth Commission Resolution 1516-RC-03 [Resolution Commending The MIX @ SFPL]

Commissioner Mao indicated that Commissioner Kong would be added as a co-sponsor and requested that this item be tabled until the next meeting. There was no public comment.
E. [Second reading] Youth Commission Resolution 1516-RC-02 [Resolution Commending Lowell High School Black Student Union]

The chair called this item out of order. Commissioners Li and Soto read the resolution into the record. Commissioners Avalos, Mansori, and He expressed support for the resolution.
The Vice president of the Lowell HS Black Student Union thanked commissioners for their support. There was no further public comment.
Commissioner Mao, seconded by Commissioner Mansori, moved to approve the resolution. The resolution was passed unanimously by acclamation.
B. [First reading] Youth Commission Resolution 1516-AL-05 [Extending Funding for the Free Muni for Youth Program]

The chair then resumed the normal order of the agenda. Commissioner Kong and Commissioner Plunkett read the resolution into the public record. They indicated that Commissioner Plunkett would be added as cosponsor. There was no public comment.
C. [First reading] Youth Commission Resolution 1516-AL-06 [Urging the Mayor and Board of Supervisors to Prioritize Youth Employment During Community Benefit Agreement Negotiations]

D. [First reading] Youth Commission Resolution 1516-AL-07 [Support of San Francisco State University’s College of Ethnic Studies]

Commissioner Juarez read the resolution into the public record. He indicated that he was considering whether to craft it as a resolution and pass it at the next meeting, or whether to keep it as a simple motion. There was no public comment.
F. [Second reading] Youth Commission Resolution 1516-AL-04 [Resolution Declaring 2016 as the Year of San Francisco Homeless Youth]

Commissioner Plunkett read the item into the public record.
Commissioner Avalos expressed he hoped to see more about homeless families in the resolution. Commissioner Plunkett replied that he sees a need to focus on and advocate for TAY and unaccompanied youth.
Commissioner Plunkett motioned to amend the resolution so that all reference to “2016” and replace with “2017” in the resolution, including the title.
Commissioner Bernick motioned to put the word “pimp” in quotation marks. Commissioner Soto seconded.
There was no public comment.
Commissioners approved Commissioner Plunkett’s amendment by acclamation.
Commissioners approved Commissioner Bernick’s amendment by acclamation.
Commissioner Mansori, seconded by Commissioner Bernick, moved to pass the resolution, as amended. The motion was passed by acclamation.
G. [First reading] Youth Commission Resolution 1516-AL-08 [Resolution Urging the Board of Supervisors to Urge Support of SB 1157 – Strengthening Family Connections]

Commissioner Mansori and Calderon read the resolution into the public record. There was no public comment.
Commissioners Plunkett and Avalos recommended mentioning the importance of the parent-child relationship and past commission work on issues faced by youth with incarcerated parents.
H. Youth Commission Motion 1516-AL-09 [Motion Urging the Board of Supervisors to Hold a Hearing on the Sudden Closure of New Generations Clinic]

Commissioner Calderon asked which colleagues would be interested in joining a work group addressing the closure: Commissioners Juarez and Li said they would like to join the transition planning team for the clinic. She read the motion into the public record. There was no public comment.
Commissioner Calderon, seconded by Commissioner Li, moved a substitute motion that rather than the Board of Supervisors holding a hearing, that the Board help establish a work group supporting a responsible clinic transition that meets at a youth-friendly time and includes youth seats. The motion was passed unanimously by roll call vote.

Commissioner Soto gave brief committee updates.

Commissioner Li gave brief committee updates.

E. Civic Engagement Committee
Commissioner David gave brief committee updates and advised that Assemblymember Phil Ting had endorsed Vote16.
F. Our Children Our Family Council
There was none.
8. Staff Report (Discussion Only)
Leah LaCroix gave programmatic updates to commissioners. Adele Failes-Carpenter gave programmatic updates. Commissioners He, Mansori, and Mao were interested in a 12N briefing. No commissioners could attend the paid family leave item on Wednesday. Commissioners Mansori and He confirmed they could attend the YARP event on Tuesday night.
9. Announcements (This Includes Community Events)
Commissioner Bernick invited colleagues to the Washington High spring musical revue. Commissioner Soto invited colleagues to the Lowell High talent show. Commissioner Avalos invited commissioners to participate in a DACA-thon outreach event with APILO April 12th.
