1. Call to Order and Roll Call for Attendance


Vice Chair Wu called the meeting to order at 5:23 pm. Commissioners absent: Kong, Juarez, Plunkett, Soto, Pating. There was quorumCommissioner Kong noted present at 7:23 PM.

Commissioner David, seconded by Commissioner Mao, moved to excuse the absences of Commissioners Kong, Juarez, and Plunkett. There was no public comment. The motion was passed by acclamation.

2. Approval of Agenda (Action Item)



Commissioner Bernick, seconded by Commissioner David, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

A. BOS File No. 160385 [Transportation Code – Fare Evasion and Passenger Conduct Regulations]

This item called out of order.

Angelina Yu, from Eric Mar’s office came to give a presentation. Proposed legislation would change the transportation code so it would create a separate fine amount for youth fare evasion. Purpose is to decriminalize fare evasion for those 18 and under, keep youth of the courts, and decrease fines for those with existing financial hardships. New cost would be $56, can submit everything online instead of showing up in court, and includes an equity lens to this issue.

Commissioner Galiano asked clarifying question regarding fees. Commissioner Avalos asked if it was possible to expand this to TAY youth up to age of 24. Yu said she would bring this back to the Supervisor. Commissioner Mansori asked question about enforcement zone.

No public comment.

Commissioner Matz, seconded by Commissioner Li, motioned to support this legislation. Motion passes by acclamation.

A. Presentation on Geary Bus Rapid Transit Overview

SFMTA and Barbary Coast Consulting came to give a presentation. Fact sheet was passed out to commissioners and staff.

Why BRT on Geary? A lot of people, and a lot of youth/students, ride the bus on Geary. The buses are overcapacity, slow, and unreliable. High demand, bus is in mixed traffic and can get held up by traffic and double parking and the bus stops frequently. Not very reliable.

What is BRT? Dedicated transit lanes, high quality stations, improved street space, safety, and accessibility. Why BRT, why not rail? Fraction (1/10th) of the cost, quicker implementation, high performance and big benefits.
BRT will provide better local and better service. 20-25% travel time savings, 20% more reliable service, see larger and more accessible stations, pedestrian safety improvements, complete street benefits.

Commissioner Galeano asked how much is total project cost. Estimate at 300 million. What if their isn’t enough money from the transportation taxes? Project has federal, state, and local monies coming in. Requesting 100 million funding from various sources.

Commissioner Li asked if funding would come from other departments that would receive improvement from this project (sanitation, etc.) and are other departments working in collaboration? Yes, gives opportunity to jointly do capital improvements. If something already needs to be fixed then it would be a joint shared expensive, if bus project breaks it, then they’ll pay it.

Commissioner Avalos asked where else can we see these changes? Major projects are also under way but a lot of them don’t have the full project done. Van Ness will be the first one, Geary next, then Geneva.

Commissioner Bernick asked why is construction starting late 2019 for phase 2 in Richmond? Construction is much more involved with old sewers, light poles, etc. A lot more involved and longer planning process and more money involved.

This project is aiming to go in front of the board in October.

7. Youth Commission Business (All Items to Follow Discussion and Possible Action)



A. [Second reading] Youth Commission Resolution 1516-AL-06 [Urging the Mayor and Board of Supervisors to Prioritize Youth Employment During Community Benefit Agreement Negotiations]

Commissioners Li and Matz gave updates on this resolution. It’s still very generalaized but in the BPP document it’s more specific. Want to pass this resolution so it and the BPP can be corresponding together.

Commissioner Galeano asked if passing it or reading it? Idea was to get it passed to correspond with BPP. First reading was a couple weeks ago. Resolution generally encompasses their ideas/goals. Language is exactly the same as last time. Avalos suggests reading it for public record. Commissioner Matz and Li read it into public record.

No public comment. Commissioner Wu motions to approve. Commissioner Mansori seconds. Motion passes by acclamation.

B. [Second Reading] Youth Commission Budget & Policy Priorities for Fiscal Years 2016-2017, and 2017-2018

BPPs are being presented on Wednesday to the BoS. Going to read all of them. Read and identify the points you want on the power point slides, then add any edits, then pass each priority individually, then pass them as a whole. Tomorrow there is mandatory meeting for those who are presenting on Wednesday.

Public comment from Prishni Murillo from DCYF. Murrillo wants to learn from the process of BPPs and how to make allocations and public comment in their meetings. Attended YC meeting to support as well as to learn.

9. Staff Report (Discussion Only)



Introduced new staff member-Kiely Hosmon. Joins us from the Youth Leadership Institute where she ran the Marin County Youth Commission. Different structure, but excited to be working in SF with this new team. Thanks to Anna He for being a part of search committee.

SB 1157 is being voted on by BOS tomorrow.

Need collective accountability from Commissioners as we move forward to the end of the term. Tell staff ahead of time about vacation or days off as we work really hard to get meetings set up and we need to plan for quorum. No more last minute cancellations.

Staff will reach out to returning Commissioners for 1-on-1 meetings that will focus on goal setting for upcoming year.

Staff congratulated youth for an incredibly successful joint meeting with the Board. How can we utilize the momentum to push forward the work of the YC?

4-5pm tomorrow is prep session for BPP presentation
