1. Call to Order and Roll Call for Attendance
The meeting was called to order at 5:16 PM. Commissioners present: Jillian Wu, Rosa Chen, Emily Guo, Luis Avalos Nuñez, Precious Listana, Joyce Wu, Noah David, Alex Berliner, E’mani Davis, Joshua Cardenas, Michel Li, Anna Bernick and Sophie Edelhart.
Commissioner David Zheng and Lily Marshall-Fricker were noted absent.
There was no public comment.
2. Approval of Agenda (Action Item)
Commissioner Avalos, seconded by Commissioner Berliner, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

A. Presentation on Mo’Magic Civic Engagement Initiative
Sheryl Davis, Director, Mo’Magic
Sheryl Davis, Director of Mo’Magic, introduced herself and gave a presentation on the internship program occurring this summer. This is a program out of the Ella Hill Hutch Community Center. Mo’Magic has an internship program, working with SFPD, Mayor’s Office of Public Safety, Human Rights Commission, HOPESF and other city departments.
The summer program would consist of 70-100 high school and college aged students. One of the components of the program is a weekly workshop. Lunch would be provided and groups will break into smaller groups and do different activities. There will be seven different workshops, throughout June and July on various topics such as tech and civic engagement. The program has a focus on getting youth of color and low-income youth to participate. The workshops grant youth an opportunity to explore careers and to also look at what happens when people do not get an education or a job.
The Civic Engagement component is the one they would want assistance with from the Youth Commission. This would happen on July 2nd, 2015 at the State Building starting with lunch at 12:00 PM. The 70-100 students will break out into groups of 10 or so. In these breakout groups, youth will speak directly with people in specific fields and have them problem solve a challenge within that area.
Sheryl Davis was wondering if the YC would partner with Mo’Magic by helping develop themes for breakout groups, support outreach and partners, and empower youth from disadvantaged communities. The goal of this program is to proactively drive change and reach young people who have historically not been in the forefront of movements.
Commissioner Avalos thanked Sheryl Davis for coming out to speak with the YC. He asked what the selection process for this internship program is. Sheryl Davis responded that Young Community Developers will select about 10 youth, HOPESF will recruit from some housing developments and the rest of them will be recruited from the public. There is an application available and any young person can apply. They are looking for public housing youth, for youth of color and for low-income youth. School district will focus on youth people who aren’t on track to graduate and who need high school credit.
Chair Li, was wondering if MoMagic was asking for formal sponsorship of the event? Sheryl Davis responded that the biggest ask is to have YC help with the civic engagement part and help lead workshops on that event. However they would gladly have the YC cosponsor.
Commissioner Avalos was wondering what themes they might want discussed during the civic engagement portion. Sheryl Davis said that in the past they had an hour lunch and an hour discussion but is open to suggestions. One main theme is how to build a bridge between law enforcement and youth and tech and youth. Both of these are strong career paths and both tech and law enforcement should be looked at. Barriers should be broken down. One question to ask is, “how do we engage on the issues of the lack of diversity in the tech community and in the law enforcement community.”
Chair Li asked what commissioners would be interested in participating in leading workshops and engaging in events on Thurs July 2nd.
The following commissioners are available July 2nd to lead workshops: Commissioners Bernick, Cardenas, Avalos, Berliner, Joyce Wu and Jillian Wu.
The following commissioners are interested in planning but may not be able to attend: Commissioner Guo, Chen, Bernick, Listana, Edelhart, Li, Cardenas, Davis, Jillian Wu, Joyce Wu, Avalos and Berliner.
Commissioner Joyce Wu, seconded by Commissioner Berliner, moved to cosponsor the event. There was no public comment. The motion was approved by acclamation.
7. Youth Commission Business (All Items to Follow Discussion and Possible Action)

Commissioner Cardenas presented on Priority 1, Lowering San Francisco’s Legal Voting Age to Sixteen Years of Age and Older. He gave some background information on the priority. He then read the recommendations into the public record.
Commissioner Listana suggested that for the presentation at the budget meeting there should be 3-4 main points to make the argument stronger.
Commissioner Avalos was wondering why the listed public officials were chosen in the recommendations. Commissioner Cardenas stated that they chose those officials because they are San Francisco representatives and they were also mentioned in the original legislation.

Commissioner Avalos, seconded by Commissioner Bernick, moved to approve priority 1. Commissioner Cardenas reminded the commissioners that there will be more language added but nothing that will change the spirit of the language or that would change the recommendations. There was no public comment. The motion was approved by acclamation.
Commissioner Joyce Wu presented on Priority 2, Fee Waivers for San Francisco DACA Applicants. She gave some background information on the priority. She read the recommendations into the public record. There were no comments or questions.
Commissioner Berliner, seconded by Commissioner Davis, moved to approve priority 2. There was no public comment. The motion was approved by acclamation.
Commissioner Chen gave a presentation on Priority 3, Urging the Recreation and Park Department to Conduct a Recreation and Open Space Equity Analysis. Commissioner Chen gave some background and then read the recommendations into the public record.
Commissioner Avalos asked if there would be anything mentioned in regard to the language access and ordinance. Commissioner Chen stated that all public spaces are required to have language access but that they could put that into the equity analysis to ensure that all parks have it.
Commissioner Listana, seconded by Commissioner Davis, moved to approve priority 3. There was no public comment. The motion was approved by acclamation.
Commissioner Cardenas presented on Priority 4, Urging for Police Officer Training to Improve Youth and Police Relations. He gave some background on the priority and then read the recommendations into the public record.
Commissioner Listana gave some suggestions on adding examples of police brutality or issues with police relations with youth.
Commissioner Avalos stated that a couple of weeks ago there was a hearing in a meeting at the Neighborhood Safety Committee about race relations all over different departments in the city.
Commissioner Avalos, seconded by Commissioner Chen, moved to approve priority 4. There was no public comment. The motion was approved by acclamation.

Vice Chair Edelhart presented on Priority 5, Ensuring Regular Review and Analysis of Outcomes of San Francisco Police Department Referrals to Child Protective Services. She gave some background on the priority and read the recommendations into the public record.
Commissioner Avalos, seconded by Commissioner Jillian Wu, moved to approve priority 5. There was no public comment. The motion was approved by acclamation.

Chair Li presented on Priority 6, Trailing Children’s Fund Legislation. She gave background information and then read the recommendations into the public record.
Staff member Adele Carpenter-Failes suggested that the title of this priority could be reworded to better explain the priority. Chair Edelhart asks if anyone has any ideas
Commissioner Avalos suggested “Upholding youth participation in trailing children’s fund legislation.”
Chair Li suggested “Ensuring youth representation over the OCOF first fund and city services.” Chair Li stated that the title will be altered to make the points stronger.
Commissioner Listana, seconded by Commissioner Bernick, moved to approve priority 6. There was no public comment. The motion was approved by acclamation.

Commissioner Edelhart presented on Priority 7, Promoting and Maintaining Family Unity and connection between Youth and their Incarcerated Parent. She gave background information and then read the recommendations into the public record.
Commissioner Joyce Wu, seconded by Commissioner Avalos, moved to approve priority 7. There was no public comment. The motion was approved by acclamation.

Commissioner Joyce Wu, presented Priority 8, Youth Engage CBA’s however the committee believes that the title should be reworded to better describe the priority. She gave background and recent updates.
Commissioner Joyce Wu suggested a few alternative titles such as “Urging youth involvement in the development of CBAs” or “Urging greater youth services in the CBA contracts”.
Commissioner Listana suggested that instead of CBA the committee write out Community Based Agreements.
Commissioner Avalos asked why there are no recommendations and Commissioner Wu stated that they wanted to wait until after the June youth town hall to see what recommendations come out of it.
Commissioner Davis, seconded by Commissioner Avalos, moved to approve priority 8. There was no public comment. The motion was approved by acclamation.
Commissioner Listana, presented Priority 9, Declare 2015 as the Year of Recognizing Homeless Youth. She gave background on the event and read the recommendations into the public record.
Public Comment: Emily Enriquez a democracy coach with Generation Citizen gave public comment. She works with 7th and 8th grade students from Paul Revere. They could not be here but they wanted to support the Youth Commission’s efforts on youth homelessness.
Commissioner Bernick, seconded by Commissioner Berliner, moved to approve priority 9. The motion was approved by acclamation.
Commissioner Chen presented Priority 10, Fully fund the Plan for Affordable Housing for Transitional Age Youth. She gave background on the priority and read the recommendations into the public record.
Staff Monica Guzman, added a sentence that had been left out of the recommendation. She read it into the public record.
Commissioner Berliner, seconded by Commissioner Avalos, moved to approve Priority 10. There was no public comment. The motion was approved by acclamation.

Chair Li presented Priority 11, Support a Democratic and Accessible City College of San Francisco. She gave background on the priority and read the recommendations into the public record.
Commissioner Avalos suggested that in the background section you should mention how economic of an option it is.
Commissioner Avalos, seconded by Commissioner Listana, moved to approve priority 11. There was no public comment. The motion was approved by acclamation.
Commissioner Guo presented Priority 12, Investigating and Addressing the Effects of the Anti-Abortion Banners Displayed on Market Street. She gave background on the priority and read the recommendations into the public record.
Commissioner Avalos asked if the banners are still up or not. Commissioner Guo stated that they are in fact still up.
Commissioner Avalos, seconded by Commissioner Bernick, moved to approve priority 12. There was no public comment. The motion was approved by acclamation.

Vice-chair Edelhart presented Priority 13, Expand Implementation of 12N Cultural Competency Training and Efforts to Track LGBTQ Youth in City Services. She read the recommendations into the public record.
Commissioner Avalos asked how many departments have LGBTQ training. Staff Adele Carpenter Failes mentioned that a few departments have done so, mainly the Department of Public Health who also has the most employees.
Commissioner Avalos, seconded by Commissioner Listana, moved to approve priority 13. There was no public comment. The motion was approved by acclamation.

8. Committee Reports (Discussion Only)
A. Executive Committee
Commissioner Edelhart stated that May 20th will be the presentations of BPP’s. After the presentations there will be snacks at the office to celebrate.
B. Housing, Environment, and City Services Committee
Commissioner Chen updated that the HECS committee’s next steps are continuing to work on resolutions, getting sponsors for them, etc.
C. Immigration and Employment Committee
Commissioner Joyce Wu updated that the committee has been working on the CBA town hall workshop prep and on the immigration survey.
D. Youth Justice Committee
Commissioner Berliner updated that the committee is in the process of working with community and SFPD on police training. Next meeting is on May 12th to work on that.
E. Vote 16 Updates
Commissioner Cardenas gave brief updates on Vote 16.
F. Youth Advisory Council
Commissioner Jillian Wu stated that they haven’t had a meeting yet.
9. Staff Report (Discussion Only)
This Weds 6th at 4:30 PM Jodi and Kimo will be coming into the YC office to discuss upcoming increase to the Children’s Fund.
Chair Li, Vice-Chair Edelhart, Commissioner Avalos will attend and Commissioner Berliner cannot make it but would like an update.
Staff is requesting summer schedule of YC.
YC interviews are coming up this week. E-mails will be sent out with reminders. We will be meeting at 4 pm.
OAC seats are up for appointment in coming months. The YC is making formal recommendations. The applications are open until May 15th.
Staff Allen invited YC to speak Friday May 8th at 1 pm at Paul Revere Elementary School.
Tuesday May 12th, Commissioner Chen is going to Guadalupe to lead workshops to 3rd graders from 12:30 – 2:30 pm.
CHALK is hosting an event at Balboa High School on May 16th..
May 22nd is a tentative meeting with Assembly member David Chiu. Chair Li is available to attend.
Friday, May 29th staff from New Door is interested in visiting with the YC from 4:00 – 5:30 PM.
Junior Commissioners from Sonoma are coming June 1st, 2015 and want to meet with YC. Commissioners Cardenas, Joyce Wu, Sophie Edelhart, Anna Bernick are interested in helping out.
10. Announcements (This Includes Community Events)
Vice-chair Edelhart is requested the YC to sign on to SB 124.
Commissioner Cardenas stated that on May 8th the Excelsior Art Walk is happening from Mission to Ocean Ave. from 5 – 8 pm.
Commissioner Berliner invited people to the 15th annual Malcom X Jazz Festival from 11 – 7 pm in Oakland.
Commissioner Avalos invited people on May 15th the Resource Center in CCSF is hosting an event at 5 pm.
Commissioner Listana invited YC to help with outreach regarding D6 youth sports league.
Mujeres Unidads y Activas is having their 25th Anniversary celebration on Thursday May 14th.
