1. Call to Order and Roll Call

Chairwoman Leah LaCroix called the meeting to order at 5:16pm.
Commissioners present: Sarah Armstrong, Jonathan Baer (arrived at 5:28pm), Robin Bonner, Angel Carrion, Antonia Huneeus (arrived at 5:19pm), Javonte Holloway (arrived at 5:27pm), Leah LaCroix, Lily Marshall-Fricker, Mia Tu Mutch, Rene Ontiveros (arrived at 5:38pm), Nicholas Persky, Mia Shackelford, Joyce Sun. Commissioners absent: Rachel Brodwin, Betty Huey, Hillary Liang, Happy (Huimin) Yang. There was quorum. Staff present: Mario Yedidia, Phimy Truong.

 

2. Approval of Agenda (Action Item)

There was no public comment or discussion on this item.

Commissioner Bonner, seconded by Commissioner Carrion, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Bonner, seconded by Commissioner Tu Mutch, moved to approve the minutes to the meeting of Monday, April 16, 2012. This motion was approved unanimously by acclamation.

5. Legislation Referred from the Board of Supervisors (All Items to Follow Discussion and Possible Action)

6. Legislative Report on Youth Commission Items Sent to the Mayor and Board of Supervisors (Discussion Only)

Mario Yedidia, Director of the Youth Commission, provided the commission with a brief legislative update on Youth Commission business items. Mr. Yedidia started by sharing an SFGOVTV video clip of the May 1, 2012 Board of Supervisors meeting, in which Board President David Chiu shared a request for a hearing on the Youth Commission’s budget and policy priorities for FY 12-13, 14-15. Board President Chiu asked for the hearing to be held at an upcoming Budget and Finance committee. Committee chairs are expected to attend and present on their committee priorities once this date is set.

Mr. Yedidia then urged the Commission to spread the word and help on the outreach for the May 17th hearing at the Board of Supervisors’ Public Safety Committee on youth recreation access at Juvenile Hall. This hearing was a result of the Youth Commission’s work on this issue, and commissioners were encouraged to attend. Commissioners Persky, Shackelford, and LaCroix stated that they will attend the hearing; with Commissioner Bonner stating that she might be able to attend.

Mr. Yedidia then gave commissioners an update on the free MUNI for low income youth work. The April 17th MTA Board’s vote to support free MUNI for low income youth of San Francisco was contingent on the approval of funds by two different outside agencies: the Metropolitan Transportation Commission (MTC) and the San Francisco Country Transportation Authority (SF CTA). Commissioners were encouraged to attend any upcoming MTC and SFCTA meeting if at all possible. Commissioner Carrion was the only commissioner who might be able to attend an upcoming MTC or SFCTA meeting.

Chairwoman LaCroix concluded the legislative report by recapping it for the few commissioners who arrived to the meeting late.

7. Presentations (Discussion Only)

A. Presentation and request for co sponsorship of June website launch (www.sf4tay.org) by Transitional Age Youth—San Francisco (TAYSF)

For this item, Commissioners Ontiveros and Bonner shared their work on the Transitional Age Youth Advisory Board, and urged their colleagues to consider Jose-Luis Mejia’s request. Mr. Mejia then introduced himself to the Commission as the TAYSF Young Adult Advocate, and apologized for the absence of his colleagues Alma Ruznic and Nadiyah Shereff. Mr. Mejia started his presentation by sharing the exciting new branding and logo for TAYSF, and then gave a detailed overview of the work that went into the SF4TAY resource website. TAYSF is asking for the Youth Commission’s support with a request for co sponsorship of the upcoming June website launch. The Department of Children, Youth, and their Families (DCYF), the Department of Public Health (DPH), the Mayor’s Office of Housing, City College of San Francisco, and several other departments and foundations have signed on to cosponsor the TAYSF website launch. Mr. Mejia would love to have the Youth Commission’s support in cosponsoring the launch, as well as help with outreach for the website. The website launch event will take place on June 13, 2012 from 4 to 6pm, at the Multi Use building at City College of San Francisco. He invited all commissioners to the launch event, and thanked the Commission for their time.

After the presentation, Mr. Yedidia shared with the commission that as this item was agendized as a discussion item only, the Commission would have to take action on whether or not to cosponsor the website launch at the next full Youth Commission meeting of May 21st. 8. Youth Commission Business (All Items to Follow Discussion and Possible Action)

A. Presentation on Youth Commission/Department of Public Health’s (DPH) collaborative implementation of San Francisco Administrative Code Chapter 12N: Lesbian, Gay, Bisexual, Transgender, Queer and Questioning Youth: Youth Services Sensitivity Training
Presenters: Commissioner Tu Mutch; Michael Baxter (DPH Director of Youth Programs and Family Planning)

Mr. Michael Baxter, Director of Youth Programs and Family Planning, at the Department of Public Health (DPH), started his presentation, by thanking the Youth Commission for their time and work. Mr. Baxter then gave an overview on the collaborative work of implementing the San Francisco Administrative Code Chapter 12N on Lesbian, Gay, Bisexual, Transgender, Queer and Questioning Youth: Youth Services Sensitivity Training. Mr. Baxter informed commissioners that the 12N code is a requirement that city departments provide LGBT sensitivity training for any city employee who has direct contact with youth or whose work directly affects youth. The collaborative work of the DPH, Human Rights Commission (HRC), and the Youth Commission via Commissioner Tu Mutch and staff has been the first real steps of working towards an implementation process. DPH is the first agency within the city to step up to work on how to implement 12N for their employees. The working group has been collaborating with the Bay view Hunter’s Point Center for Arts and Technology (BAYCAT) on creating an interactive video to pilot this Summer on DPH employees. Mr. Baxter then concluded his presentation by sharing with the Commission the different projects and focus group meeting, this collaborative working group has been working on for the last 9 months.

Commissioners Shackelford and Baer asked clarifying questions.

Commissioner Tu Mutch then provided additional contextual information on why 12N is important and presented on the importance of education on working with LGBT youth to youth working professionals. Commissioner Tu Mutch shared her own personal story of moving across the country to San Francisco, a city which is viewed as an LGBT welcoming haven by many others. Commissioner Tu Mutch emphasized the importance of having DPH roll out the training video pilot program, as many LGBT youth seek public health and mental health services. Tu Mutch viewed this training as a counter education from the education that people currently received about LGBT youth. Commissioner Tu Mutch shared her excitement at working with the collaborative group, and requested her colleagues support in future 12N work.

Commissioners LaCroix and Bonner asked clarifying questions.

Commissioner Tu Mutch informed her colleagues that she would eventually be working on a resolution to commend DPH’s efforts in implementing 12N and urge other city departments to do the same; and she would be requesting her colleagues support on the resolution when the time comes.

There was no public comment.

Chairwoman LaCroix thanked Mr. Baxter for his time and work.

9. Staff Report (Discussion Only)

For this item, Mr. Yedidia updated commissioners on the application process for the 2012-2013 FY term. Commissioners Persky and Shackelford, along with Youth Empowerment Fund Advisory Board staff Nayad Abrahamian, Gillian Bogart, and Peter Lauterborn, has been helping out with the 4 different group interview sessions. In total, there were 51 new applicants, and 9 returning applicants. Commissioners Persky and Shackelford shared their experiences with the interview process, and encouraged their colleagues to help out. The following commissioners then volunteered to help out with the remaining interview sessions: Armstrong, Carrion, Bonner (maybe), and Holloway (maybe). Youth Commission staff recommended to Supervisors to make their appointment decisions by June 1, 2012. Mr. Yedidia shared that the Mayor’s Office had already informed him that they will be making their appointments in July. Commissioners who have reapplied for the next Youth Commission term do not need to attend the group interviews.

10. Committee Reports (Discussion Only)

A. Executive Committee; next meeting; Wednesday, May 16, 2012, 4:00-6:00pm, City Hall, room 345A

Commissioners Tu Mutch and Bonner updated their colleagues on their respective officer duties. Commissioner Tu Mutch thanked the Commission for their work with media presence and outreach. She reminded her colleagues to email her their Media and Public Relations contribution plan by the next deadline of June 14, 2012. Commissioner Bonner reported that there was no legislative affairs work for last week.

B. Youth Justice Committee; big Board of Supervisors’ Public Safety Committee hearing on Juvenile Hall: May 17, 2012 (4:00pm, Board Chamber)

Commissioner Ontiveros urged his colleagues to attend and help with the outreach of the upcoming Board of Supervisor’s Public Safety Committee hearing on May 17, 2012.

C. Youth Immigration Committee; next meeting TBD

Commissioner Ontiveros shared that this committee needs to meet.

D. Youth City Services; next meeting TBD

Commissioner Baer reviewed all of the Youth City Services related work commissioners have been working on.

E. Youth Employment Committee; next meeting TBD

Commissioner Armstrong reported to everyone that the committee has been working on work permit accessibility and looking into the roll out of Summer Jobs+ in San Francisco. She announced that there will be a Summer Jobs+ Resource Fair on Saturday, May 12, 2012 from 10am-2pm at the Moscone West Center, and encouraged her peers to attend. Commissioners Sun, Persky, Huey, Ontiveros, and LaCroix all stated they would attend the fair.

F. Youth Advisory Council; next meeting TBD

Commissioners Persky and Shackelford shared that they will be bringing all Youth Commission related work and events to the next Youth Advisory Council meeting of Thursday, May 10, 2012.

Mr. Yedidia concluded item 10 by recognizing the hard work of Commissioner Tu Mutch. Commissioners usually get to work with one another in their issues based committees; however Commissioner Tu Mutch has been representing the Commission on her own in the 12N working group. He commended her for her hard work.

11. Attendance Review (Action Item)

Youth Commissioner staff, Phimy Truong noted that the absences in items 11B i. and 11Bii also cannot be authorized.

A. Monday, April 16, 2012
i. Commissioner Baer – cannot be authorized

Commissioner explained that he was absent from this meeting because he had strep throat.

ii. Commissioner Huneeus

Commissioner Huneeus explained that she was out of the country, visiting her relatives in Chile, and was unable to attend this meeting. Commissioner Shackelford, seconded by Commissioner Ontiveros, moved to authorize the absence. The motion was approved unanimously by acclamation.

iii. Commissioner Holloway

Commissioner Holloway explained that he was really busy turning in documents for his financial aid, and was unable to attend the meeting. He shared that he would understand if his peers did not want to authorize his absence. Commissioner Armstrong, seconded by Commissioner Baer, moved to authorize the absence. This motion was approved unanimously by acclamation.

iv. Commissioner Marshall-Fricker

Commissioner Marshall-Fricker explained that as this meeting had gone past 8:00 pm, she had gotten very tired and needed to go home to study for school tests. Commissioner Shackelford, seconded by Commissioner Holloway, moved to authorize this absence. This motion was approved unanimously by acclamation.
v. Commissioner Ontiveros

Commissioner Ontiveros explained that he had missed his flight coming back to San Francisco from a conference, and was stuck at the Los Angeles International Airport. Commissioner Tu Mutch, seconded by Commissioner LaCroix, moved to authorize this absence. This motion was approved unanimously by acclamation.

vi. Commissioner Shackelford

Commissioner Shackelford explained that she was tardy to this meeting and arrived after the roll was called because she had dance rehearsal for an upcoming recital. She was not released from the rehearsal until 5:30 pm and made a great effort to head straight to the meeting right after. Commissioner Armstrong, seconded by Commissioner Carrion, moved to authorize this absence. This motion was approved unanimously by acclamation.

B. Monday, April 2, 2012
i. Commissioner Baer – cannot be authorized!

Commissioner Baer explained that he was tardy and arrived late to this meeting after the roll was called. He understood that this would make the tardy and absence.

ii. Commissioner Bonner - cannot be authorized!

Commissioner Bonner was not present to explain this absence.

iii. Commissioner Brodwin -

This item was tabled until the next meeting, as Commissioner Brodwin was absent.

iv. Commissioner Carrion – cannot be authorized

Commissioner Carrion apologized for this absence.

v. Commissioner Huneeus

Commissioner Huneeus explained that she was out of town and was unable to attend this meeting. Commissioner Armstrong, seconded by Commissioner Ontiveros, moved to authorize this absence. This motion was approved unanimously by acclamation.

vi. Commissioner Liang

This item was tabled until the next meeting, as Commissioner Liang was absent.

vii. Commissioner Shackelford

Commissioner Shackelford explained that she had food poisoning on this date, and was too ill to attend this meeting. Commissioner Holloway, seconded by Commissioner Huneeus, moved to authorize this absence. This motion was approved unanimously by acclamation.

C. Monday, March 19, 2012
i. Commissioner Bonner

Commissioner Bonner explained that she was at school and was unable to make this meeting. She did not ask to have this absence authorized.

ii. Commissioner Ontiveros

Commissioner Ontiveros explained that he arrived late to this meeting because of the rain. Commissioner Baer, seconded by Commissioner Carrion, moved to authorize this absence. This motion was approved unanimously by acclamation.

iii. Commissioner Yang – cannot be authorized

This item was tabled to the next meeting, as Commissioner Yang was not present.

12. Announcements (This Includes Community Events)

Commissioner Ontiveros announced that there was going to be a retention efforts focus group coming up at City College, where participants would receive at $25 gift card. He asked commissioners who were interested to contact him after the meeting.

Commissioner Tu Mutch shared that there was going to be a rally event in Oakland at the Frank Ogawa Plaza on May 13, 2012 at 6:00pm to walk against those who discriminated against the transgender community. Commissioner Tu Mutch encouraged her peers to attend this important rally.
