1. Call to Order and Roll Call

Chairperson Mia Shackelford called the meeting to order at 5:15pm.
The roll was called. Commissioners present: Sarah Armstrong, Rachel Brodwin, Angel Carrion, Brian Chu, Kyron Covington, Ramon Gomez, Iris Alejandra Guzman-Ramos, Christine Huynh, Lily Marshall-Fricker, Paul Monge-Rodriguez (arrived at 5:18 pm), Mia Tu Mutch, Nicholas Persky, Mia Shackelford, Vee Taumoepeau, Vanessa Warri, Eric Wu, and Ariel Yu. Staff present: Phimy Truong.

There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Carrion, seconded by Commissioner Marshall-Fricker, moved to approve the agenda. The agenda was approved by acclamation.

Commissioner Tu Mutch, seconded by Commissioner Yu, moved to approve the minutes to the meeting of October 1, 2012. The minutes were approved by acclamation.

7. Legislation Referred from the Board of Supervisors (All Items to Follow Discussion and Possible Action)

A. [BOS file no.120997] Ordinance appropriating $3,000,000 of State Reserves for the San Francisco Unified School District for FY 2012-2013. (Kim; Campos, Mar, Avalos and Olague)

Chairperson Shackelford called this item out of order, as Supervisor Jane Kim and Board of Education Commissioner Sandra Lee Fewer were ready to present to the Youth Commission. As this was the first legislation referred to the Youth Commission this year, Chairperson Shackelford laid out the format for this item, which is to start with a presentation from Supervisor Kim and Commissioner Fewer, after which commissioners can discuss the item and ask questions, there will then be time to hear from the public, then the Commission can make a motion to support or not support the item. Chairperson Shackelford then spoke about the importance of Youth Commissioners’ role in providing comment and recommendation on legislation affecting youth.

Supervisor Kim of District 6, thanked the Youth Commission for their work, and then provided context for her proposal to appropriate $3 million of state reserves for the San Francisco Unified School District (SFUSD) for fiscal year 2012-2013. Supervisor Kim explained that this legislation was introduced on October 9th, and she was not going to ask to waive the 30 day rule, so that she can get as much input as possible from the public. Supervisor Kim asked for the Youth Commission’s support on this legislation.

Board of Education Commissioner Fewer then provided an overview of the SFUSD, and went over a presentation outlining the district’s strategic plan and discussion on equity and access. Commissioner Fewer spoke about the need for funding to go towards after school programs and credit recovery options for students. Credit recovery options includes additional opportunities for summer school, tutoring sessions, after school programs that work with off track students, and additional resources. Commissioner Fewer thanked Supervisor Kim’s office for their work on the legislation, and asked the Youth Commission for their support in the legislation.

Commissioners asked clarifying questions. Board of Education Commissioner Hydra Mendoza then introduced herself to the Youth Commission, and asked for their support in reaching out to their supervisors to get their support on this legislation. Chairperson Shackelford thanked Supervisor Kim, Commissioner Fewer, and Commissioner Mendoza for their time and presentation.

Public Comment

Richard Lee, President of the Student Advisory Council, expressed support for the legislation.

Windy Ly, Student Advisory Council representative, spoke to Commissioner’s question around the SAC’s support. Ms. Ly expressed that there are SAC representatives on the joint SAC/YC Education committee working on the achievement gap issue and hopes that Commissioner Carrion can be supportive of the collaborative efforts.

Commissioners discussed at length the importance of supporting student’s access to credit recovery options, and looking at long term solutions to aid student’s success in credit recovery programs and reducing the achievement gap.

Commissioner Armstrong, seconded by Commissioner Marshall-Fricker, moved to support this proposed ordinance to appropriate $3,000,000 of State Reserves for the SFUSD for FY 2012-2013. This motion was approved by the following roll call vote: Ayes (17)-Armstrong, Brodwin, Carrion, Chu, Covington, Gomez, Guzman-Ramos, Huynh, Marshall-Fricker, Monge-Rodriguez, Tu Mutch, Persky, Shackelford, Taumoepeau, Warri, Wu, and Yu.

5. Staff Report (Discussion Only)

Coordinator of Youth Development and Administration, Phimy Truong, provided some programmatic updates to commissioners. Commissioners who were enrolled in health benefits need to fill out an electronic enrollment application. Ms. Truong would be emailing commissioners the link as soon as she receives it from DHR. The Tenderloin Housing Clinic’s youth program coordinator will be bringing 21 youth to City Hall on Friday, October 19th. Commissioners Shackelford, Persky, Warri, and Huynh will be leading a Youth Commission 101 presentation to these youth.

6. Legislative Affairs Officers Report (Discussion Only)

Legislative Affairs officers Brodwin and Monge-Rodriguez gave an update regarding the commission’s legislative work. Commissioner Brodwin stated that she and her colleagues on the Education committee would be working to support Supervisor Kim’s legislation referred. Brodwin also stated that she and her fellow Legislative Affairs officer Monge-Rodriguez would be working on a response with comment and recommendation from the Youth Commission to Supervisor Kim’s legislation. Commissioner Monge-Rodriguez then updated his peers on the free MUNI for youth work. The Metropolitan Transportation Commission’s Programming and Allocations committee recently approved a proposal that could provide funding for the free MUNI for youth program. The Metropolitan Transportation Commission will have a full vote on this new proposal on October 24th. Commissioners interested in attending any upcoming free MUNI for youth events should get in contact with Commissioners Monge-Rodriguez and Persky.

B. [First Reading] Resolution 1213-04—Youth Commission Sponsorship of Youth Advocacy Day 2013

Chairperson Shackelford called item 9B out of order, and welcomed Naiad Abraham an, Youth Leadership and Advocacy Coordinator from the Department of Children, Youth, and their Families’ Youth Empowerment Fund.

Ms. Abrahamian then gave an overview of Youth Advocacy Day and explained the importance of bringing youth voice to city government. Youth Advocacy Day is a youth led event set for March 20, 2013. The Youth Commission has always been a strong partner in the past, volunteering to be in planning meetings and to be youth leaders on the day of the event. Ms. Abrahamian thanked the Youth Commission for their work, and requested to have the commission co-sponsor the event.

Commissioners Covington and Armstrong then provided some information about their participation at the last Youth Advocacy Day, and expressed the importance of being youth leaders. Commissioner Covington then read the resolution into the public record.

Commissioner Covington urged his peers to suspend the bylaws and adopt the resolution upon first reading, as he would like to aid Ms. Abrahamian in sending out invitations to official as soon as possible.

Commissioner Covington, seconded by Commissioner Marshall-Fricker, moved to suspend the bylaws and consider this resolution on its first reading. This motion was approved by the following roll call vote: Ayes (17) – Armstrong, Brodwin, Carrion, Chu, Covington, Gomez, Guzman-Ramos, Huynh, Marshall-Fricker, Monge-Rodriguez, Tu Mutch, Persky, Shackelford, Taumoepeau, Warri, Wu, and Yu.

Commissioner Yu, seconded by Commissioner Brodwin, moved to adopt the resolution. This motion was adopted unanimously by the following roll call vote: Ayes (17) - Armstrong, Brodwin, Carrion, Chu, Covington, Gomez, Guzman-Ramos, Huynh, Marshall-Fricker, Monge-Rodriguez, Tu Mutch, Persky, Shackelford, Taumoepeau, Warri, Wu, and Yu.

Commissioners Armstrong, Brodwin, Covington, Chu, Guzman-Ramos, Gomez, Huynh, Shackelford, Taumoepeau, Tu Mutch, Wu, and Yu all expressed interest in participating as youth leaders on Youth Advocacy Day.

A. [Second Reading] Resolution 1213—02—Youth Commission Establishment of SF Youth of the Year Awards and Award Ceremony

Commissioner Brodwin provided a brief update on the minor changes added to the resolution. She acknowledged the concerns raised by commissioners at the first reading, and explained the change of the ceremony date to be in spring of 2013. Commissioner Brodwin then read the resolution into the public record.

Commissioner Tu Mutch, seconded by Commissioner Warri, moved to amend the resolution to ensure gender neutral language by including “her/his/their” throughout the document. This motion was passed based on the following roll call vote: Ayes (17) – Armstrong, Brodwin, Carrion, Chu, Covington, Gomez, Guzman-Ramos, Huynh, Marshall-Fricker, Monge-Rodriguez, Tu Mutch, Persky, Shackelford, Taumoepeau, Warri, Wu, and Yu.

Commissioner Marshall-Fricker, seconded by Commissioner Armstrong, moved to adopt the resolution as amended. C. Possible revision to 2012-2013 Youth Commission Bylaws

Commissioner Shackelford explained that this item was brought back to the full Youth Commission to address Commissioner Guzman-Ramos’ recommendation to add specific language about outreach to the bylaws.

Commissioners Guzman-Ramos and Warri expressed that they hadn’t drafted language around this yet. Commissioner Shackelford suggested that commissioners take some time at the meeting to discuss and write language for commissioners to consider. Commissioners then had a discussion about taking more time to work on the language, as there were other commissioners interested in working on this. Commissioner Monge-Rodriguez suggested that commissioners Guzman-Ramos and Warri find some time to work on the amendment and bring it back to the next full meeting.

Commissioner Warri explained that she would be working on a suggestion form for commissioners to provide input on community outreach.

11. Committee Reports (Discussion Only)

A. Executive Committee; next meeting: Wednesday, October 31, 2012, 5:00pm-7:00pm, City Hall, room 345

Vice Chair Persky updated his peers on the Executive Committee’s work on producing a forward calendar of presentations at the full commission meetings. The first Bay Area-wide Youth Commission planning meeting had also been tentatively set for Thursday, December 6, 2012. Additional information would be provided at the next meeting.

B. Education Committee; next meeting: Wednesday, October 17, 2012, 5:00-7:00pm, City Hall, room 345

Committee Chair Chu clarified questions regarding the Education committee’s work on the achievement gap. Chu stated that the committee will be working hard on supporting Supervisor Kim’s legislation and will be meeting this Wednesday to continue assessing the achievement gap data.

C. Employment Committee; next meeting: Monday, October 22, 2012, 5:00-7:00pm, City Hall, room 345

Committee Chair Huynh provided her peers with an update on the committee’s work around evaluating Summer Jobs+. The committee has been working on getting feedback from youth employment service providers, and plan on working on a resolution to support having a Summer Jobs+ annually.

D. Housing, Lesbian, Gay, Bisexual, Transgender and Questioning, and Transitional age Youth Issues Committee; next meeting: Monday, October 22, 2012, 5:00-7:00pm, City Hall, room 345A

Committee Chair Tu Mutch stated that the committee will be having their first meeting of the month on October 22nd and plans on discussing her work around the 12N Administrative Code, and have committee members look at affordable housing for transitional age youth.

E. Youth Justice Committee; next meeting: Thursday, October 25, 2012, 5:00-7:00pm, City Hall, room 345

Committee Chair Carrion provided his peers with an update on his meeting with Chief Siffermann. The committee plans on continuing to work on getting the MOU between the SFUSD and SFPD updated. Carrion also asked commissioners to read the recent Bay Citizen article about the committee’s work on the outdoor recreation area at juvenile hall.

F. Youth Advisory Council

Commissioner Yu provided a brief context of the Youth Advisory Council, and her role in representing the Youth Commission there.

Commissioner Brodwin explained that she was sick and had to miss several days of school, as well as the meeting of October 1st.
Commissioner Marshall-Fricker, seconded by Commissioner Carrion, moved to authorize this absence. This motion was approved unanimously by acclamation.

13. Announcements (This Includes Community Events)

Commissioner Tu Mutch announced that there will be a “Queer YO mind” conference at San Francisco State University on October 26th thru October 28th, , 2012. Commissioners interested should get in touch with her.

Commissioner Brodwin announced that there would be a Harvest Festival in Noe Valley on October 27th, 2012, and encouraged her peers to attend.

Commissioner Shackelford announced that the Jewish Community Center has sponsored a queer Jewish and allies event. The Contemporary Jewish Museum will also be hosting a 40s themed teen soiree in November. Anyone interested in these events should get in touch with her.
