1. Call to Order and Roll Call


Chair Chen called the meeting to order at 4:04 pm. Commissioners present: Chen, Davis, Bernick, Marshall-Fricker, Listana. Commissioner arrived late at 4:58pm. Staff present: Allen Lu. There was quorum.

2. Approval of Agenda (Action Item)


Commissioner Listana, seconded by Commissioner Bernick, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Bernick, seconded by Commissioner Davis, moved to approve the minutes from the last meeting. There was no public comment. The motion was approved by acclamation.

5. Legislation Referred from the Board of Supervisors (All Items to Follow Discussion and Possible Action)


There was none.

6. Business (All Items to Follow Discussion and Possible Action)


A. Children’s Outdoor Bill of Rights Hearing Preparation

Chair Chen welcomed Mr. Lauterborn, legislative aide from Supervisor Mar’s Office. She debriefed the group on the previous meeting and the upcoming March 5th Hearing at the Neighborhood Services & Safety Committee, chaired by Supervisor Mar. Commissioner Davis shared the flier she created with the committee and the committee gave her feedback.

Commissioners shared that they heard from the community about issues that are related but not specific to the Children’s Outdoor Bill of Rights. Mr. Lauterborn shared that it would be helpful to also hear these other issues at the hearing, especially since the Supervisors will be considering the city’s budget in the coming months.

The committee members then reviewed a draft of the talking points based on the discussion from the last meeting, and wanted to include more of what they had heard from the community regarding neighborhood access, safety, lighting, reservations, etc. They then spent time preparing and sharing points they would like to speak on at the hearing.

There was no additional public comment.

B. TAY Housing Goal Updates

Commissioner Davis shared updated statistics she found through TAYSF. The committee read through the resolution with the updated numbers. Commissioners then discussed points that could be included in the follow-up resolution around current status of the 400 unit goal, plans for the next TAY Housing goal, and more. Commissioners Davis and Listana will be the primary members spearheading this resolution.

C. Year of Homeless Youth Updates

The committee read over the draft resolution submitted by the Larkin Street Youth Advisory Board that declares 2015 as the Year of Recognizing Homeless Youth. The discussed the resolution, highlighted the impressive and staggering data, and prepared recommendations and feedback for their next meeting with the YAB members.

7. Executive Committee Report


Commissioner Listana updated her colleagues about the Vote16 Coalition meeting happening on Friday 2/20. There was no public comment.

8. Staff Report


Staff updated the committee about an upcoming outreach opportunity and Youth Advocacy Day. Staff also reminded the committee of their upcoming training with the Youth Leadership Institute on Youth Participatory Action Research. There was no public comment.

The meeting was adjourned at 5:53pm.
