1. Call to Order and Roll Call

 

Chair Chen called the meeting to order at 5:13 pm. Commissioners present: Rosa Chen, Anna Bernick, Lily Marshall-Fricker, Precious Listana.  Commissioners E’mani Davis and Noah David were absent. Staff present: Monica Guzman and Allen Lu. There was quorum. 

There was no public comment.

Commissioner Listana, seconded by Commissioner Bernick, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

A. Year of Homeless Youth Priority Update

The Youth Commission is in the process of scheduling a meeting with Supervisor Kim's office, Larkin Youth Advisory Board and youth from Paul Revere School to discuss youth homelessness.

A member of the public, Carol Asuaje, was wondering what the purpose of designating 2015 the Year of Homeless Youth.  Chair Chen responded that the main purpose was to bring awareness to the issue. There are already currently a lot of programs working with homeless individuals but not that many that tailor specifically to youth.  The homeless youth population is distinct than the general adult population and has it's own sets of obstacles to overcome.  Ms. Asuaje then followed up by asking what the city is currently doing for youth homelessness. Staff Allen followed up that the city has been helpful in providing funding for homeless programs and just a month ago the Mayor announced extra funding for homelessness programs.  That we know of these aren't tailored for homeless youth though.

B. Equity Analysis Priority Update

The committee discussed that before the schedule a meeting with Supervisor Mar's office they wanted to brainstorm specifics of their equity analysis.  The committee read through  many examples of equity analyses from Los Angeles and Kern County as well as other city departments.  They discussed the basic concepts of equity and how it relates to parks and open spaces.  They mostly focused on brainstorming different determinants of equity that would be most beneficial for assessing San Francisco parks.

The next steps are adding specific determinants of equity to a working document and using that in their meeting with Supervisor Mar's office.

8. Executive Committee Report

Commissioner Listana gave an update for the Executive Committee. She asked the HECS committee for their schedules during the summer.  The HECS committee plans to hold three more meetings in June and July.  They will all be scheduled for their regular dates but the June 18th meeting might meet at an earlier time.  

Commissioner Listana also asked what work the HECS committee will be working on during the summer.  Commissioner Chen responded that aside from meeting with Supervisor Kim's and Supervisors Mar's offices regarding homelessness and park equity, respectively, they will do research on pedestrian safety for Vision Zero.

9. Staff Report

Staff Monica reminded HECS that there will be a hearing on Vote 16 at 11:30 AM at a Special Rules Committee meeting on Monday June 8, 2015.  She inquired who could be there that day.  Commissioner Bernick and Commissioner Listana stated that they would be there for public comment. 

She also reminded HECS about the upcoming town hall entitled Kinetic Konnection on June 11th, 2015 at 9 AM.

Lastly, she asked to see which commissioners will be able to assist with MoMagic civic engagement day on July 2nd.  Commissioner Bernick and Commissioner Chen said that they will be there to assist.
