1. Call to Order and Roll Call
Chair Soto called the meeting to order at 5:20pm. Commissioners present: Giovanna Soto, Lily Marshall-Fricker, Jarrett Mao and Cris Plunkett. Commissioners absent: Erica Kong. Staff present: Leah LaCroix, Kiely Hosmon. There was quorum.
There was no public comment.
2. Approval of Agenda (Action Item)Â
Commissioner Marshall-Fricker, seconded by Commissioner Plunkett, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.3. Approval of Minutes (Action Item)

4. Public Comment on Items not on Agenda (Discussion Only)
There was none.
5. Business (All Items to Follow Discussion and Possible Action)
A. Discussion on past Youth Commission recreation and parks priorities The committee has numerous questions for the Parks and Recs general manager, Phil Ginsburg, and want him to attend the next full YC meeting on June 20th. Commissioner Marshall-Fricker, with assistance from staff, will take the lead on reaching out to Ginsburg. Staff gathered information and the committee learned about past budget issues and how that currently impacts Park and Recs now. Commissioner Soto is the lead on creating a google doc for gathering committee questions to have ready regarding the potential visit from Ginsburg. There was no public comment.
B. Update on committee policy priorities follow-up
Staff will reach out to Supervisors to set up potential meetings to discuss 2017 as the Year for Homeless Youth. The committee identified that they want to schedule a meeting with the new Director, Jeff Kozynski, of the Homeless Department. Staff will reach out to Nicole to get the Director’s contact information. Commissioners Mao and Kong are the leads for a resolution regarding the 12N work. Staff will connect with Ann Romero to see if she can come present to the full YC on June 20th. Committee will be waiting to read the Mayor’s budget report regarding funding for the Free Muni program. There was no public comment.
C. Discussion on the Housing, Environment, and City Services committee annual report
This committee needs to create a one page document that summarizes what the committee has been working on. First draft needed by June 29th and commissioner Mao is taking the lead on drafting up something by June 13th, then sending it to Commissioner Kong for a second draft review. Commissioner Plunkett is the Executive Committee point person in this committee for support and/or guidance. There was no public comment.
D. Review and update on recently introduced Board Legislation
The committee reviewed the legislation introduced from the BOS on Thursday, June 9th, 2016.

6. Executive Committee Report
Commission Plunkett affirmed that everyone needed to follow through on their annual report tasks. Staff shared that the Executive Committee wants all commissioners to be on top of their summer schedules and to let staff know about any summer plans that could conflict with meetings. The next HECS committee meeting will be June 23rd. There was no public comment.
7. Staff Report
Staff shared that DCYF released a draft community needs assessment and that commissioners should read it in their next weekly internal. DCYF is looking for feedback before June 15th by 5pm. There will be a few forums and or meetings so look for more info in the Weekly Internal. There was no public comment.
