1. Call to Order and Roll Call



Chair Soto called the meeting to order at 5:05 pm. Commissioners present: Giovanna Soto, Erica Kong, Lily Marshall-Fricker, and Jarrett Mao. Commissioners absent Cris Plunkett (excused). Staff present: Allen Lu. There was quorum.

There was no public comment.


2. Approval of Agenda (Action Item)



Commissioner Mao, seconded by Commissioner Kong, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.


3. Approval of Minutes (Action Item)

Commissioner Kong, seconded by Commissioner Mao, moved to approve the October 15, 2015 minutes. There was no public comment. The motion was approved by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)



A. Reflections on Community Meeting on AHBP Legislation

Commissioners Soto, Mao, and Kong shared reflections of the meeting: There were so many people present that the room was beyond capacity. Many community members shared their personal perspectives and concerns: earthquake safety, property value, views of ocean, etc. The commissioners felt that this was more of an informational meeting to educate the community on the legislation, but they felt that the community did not really understand it based on the narrow-minded feedback given by the public. They felt the community wanted to be heard without wanting to listen and understand the policy itself. Commissioners are interested in hearing from other community members outside of the Sunset District.

Commissioners discussed the policy as being one of many possible tools to solve the housing crisis. Before the Planning Commission takes a vote in late January, the committee will follow and try to attend other neighborhood meetings, especially those in the eastern sector of the city where the legislation may impact neighborhoods most.

B. Review Equity Presentations from Full YC

Commissioners reviewed proposed charter amendment for the Recreation and Park Open Space Fund to increase its funding by $3 million a year for the next ten years. Commissioners also reviewed and had a conversation on their previous policy priority to Ensure Equitable Access to Neighborhood Parks with a Recreation and Open Space Equity Analysis. They spent time preparing for the legislation that will be referred.

C. Report on Mission Navigation Center

Commissioner Soto, seconded by Commission Kong, tabled this item. There was no public comment.

6. Executive Committee Report



The Executive Committee wanted to remind all committees and commissioners to fill out the Google Form for the Outreach Team. There was no public comment.

7. Staff Report



A. Programmatic Updates

Staff shared with the committee that the next committee will be held on Thursday, December 3rd and that presenters from the Textile Awareness Campaign will be there. Staff updated the committee on Vote16SF and the opening of stipends for youth outreach captains at high schools. Staff also shared upcoming events including the Galileo Wellness Center Open House and the City Kids, City Nature Forum, both happening on Wednesday November 18th. There was no public comment.
