1. Call to Order and Roll Call

The meeting was called to order at 5:14 pm. Commissioners present: Wu, Marshall-Fricker, Van Stark, Flores, Sicairos, Kong. There was quorum. Commissioner Landrum noted present at 5:57 pm.

2. Approval of Agenda (Action Item)

Commissioner Van Stark, seconded by Commissioner Flores, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Flores, seconded by Commissioner Marshall-Fricker, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

Avery and Haley, two high school students introduced themselves and spoke about the documentary film project they are working on regarding gentrification in the Mission district. They hope their film will be an educational tool and help provide a balanced perspective on the housing crisis in San Francisco, as well as offer both political and personal perspectives. They are reaching out to tenants groups, city leaders, and leaders in tech for interviews.

Commissioners discussed outreach strategies and the possibility of the film screening at the April youth housing townhall. Commissioner Flores spoke about the role stable housing has played in allowing her to be successful in other ways.

There was no further public comment.

5. Staff Report

Adele Carpenter gave an overview of recent housing-related press articles, as well as the update on the Children’s fund community recommendations regarding inclusion of TAY.

6. Business (All Items to Follow Discussion and Possible Action)

A. Updates from Feb. 8th Citywide Tenant Convention

Commissioner Wu and Adele Carpenter gave an overview of the issues discussed at the tenant convention, including various policy approaches discussed that would disincentivize evictions and speculation. The convention was well attended, but there was not strong youth participation or attendance. This further highlighted the need for the youth townhall.

B. Action-planning workshop for Spring off-site housing town hall

The committee broke their work into four work areas: Show Flow (agenda-planning); Outreach; Social media; and Logistics. They worked on the following task list and timeline:

Team: Show Flow:

Goal: Identify goal of town hall*

  • Community help to organize/plan/engage; outreach; must be involved in the process i.e. art action
  • Seeking co-sponsors to provide food, drinks, equipment; Intro, Breakouts, video, testimonies, panel, end
  • Creating a solid, creative and interactive agenda that utilizes all previously listed content/format
  • Agenda: intro to town hall, breakout sessions, incentive? food/raffles, outcomes + goals
  • We need meaningful and action-oriented discussion: “what does it mean to have stable housing?” in six letters already made policies
  • Breakout sessions for ideas
  • Whether we want adults to be present
  • youth testimony for empowerment
  • Education, what is the housing crisis and how it affect you?
  • figuring out what our ask is from participants 
  • Victory: *Programming that addresses goal of town hall

Team: Reaching Out / Outreach (working title)

Goal: Identify co-sponsors from the community that can help with donations

  • Making a list of speakers + inviting them
  • Outreach – Target audience, mediums, sponsors
  • brainstorm a list of CBOs to outreach to
  • Emailing CBOs, youth programs to invite them
  • Outreach to all decision makers, advocates, expert community members – those we would like to speak at the event as authorities on housing
  • Goal: Representation: subject experts, city officials, young people, stakeholders, social workers, landlords, foster care, and families Made connections with community co-sponsors, youth participants - RSVP’ed to attend event, gave name/donation to the town hall

 Team: Social Media Outreach

Goal: At Social Media Identify: facebook, instagram, twitter/ newsprint identification

  • Create instagram info pictures
  • Using social media such as Twitter, Instagram, Facebook, weekly email to community members for outreach 1) Flyer – BAVC
  • Facebook event: - wait on logistics, wait on flyer
  • Goal: Have at least 10,000 sent inviting on facebook groups!/ Or at least a 10% acceptance rate

Team: Logistics

  • Find any current spreadsheets or templates that we already have
  • Logistics – Date, Time, Place, Disclaimers
  • Research logistics for event – create an Excel document with specific information concerning details such as food, location
  • Accessibility – Translation, Disability, Assistance, (staff)
  • Identify food ideas
  • Keep up with co-sponsors
  • Goal: All of the outreach is equipped with the right information
