1. Call to Order and Roll Call

Chair Mia Tu Mutch called the meeting to order at 5:05pm. Commissioners present: Tu Mutch, Alex Guzman-Ramos, Lily Marshall-Fricker, Eric Wu.

Commissioner Marshall-Fricker, seconded by Commissioner Guzman-Ramos, moved to approve the agenda. This motion was approved unanimously by acclamation.

A. September 24, 2012

Commissioner Wu, seconded by Commissioner Guzman-Ramos, moved to approve the minutes to the meeting of September 24, 2012. This motion was approved unanimously by acclamation.

A. Update on Youth Commission and Department of Public Health work to implement cultural competency trainings related to serving Lesbian, Gay, Bisexual, Transgender and Questioning (LGBTQ) youth for City employees and nonprofit contractors required under Chapter 12N of Administrative Code
Presenter: Commissioner Mia Tu Mutch

Commissioner Tu Mutch began by reminding her colleagues that Chapter 12N of the Administrative Code requires training on LGBTQ sensitivity issues for City employees who work with youth, as well as for employees of City-funded contractors that work with youth. Commissioner Tu Mutch also reminded her colleagues that Chapter 12N requires the Youth and Human Rights Commissions to approve the curriculum of this training, and that Commissioner Tu Mutch has been working for over a year with staff at the Department of Public (DPH) health and the video arts nonprofit BAYCAT to produce a training video that would help DPH staff and nonprofit contractors begin to fulfill Chapter 12N. At present, a training video has been completed and DPH plans to pilot the project in January 2013.

Commissioner Tu Mutch shared the pre- and post-tests and the learning objectives she had developed to accompany the video. She also asked her colleagues on the committee to consider helping her develop additional documents for service providers to use after they have seen the video on issues like transgender etiquette, making paperwork and service spaces LGBTQ-friendly and what to do when someone comes out. Committee members did not commit to specific assistance with developing these documents.

Commissioner Wu asked what the consequences would be for people who do badly on the post-test. Staff Mario Yedidia committed to providing the committee with information on the consequences of doing poorly on other, existing required trainings for City employees (for example, sexual harassment training). Yedidia also committed to emailing commissioners a link to the finalized training video.

B. Review and share committee S.M.A.R.T. goals (i.e., goals that are specific, measurable, achievable, realistic and time-bound)

Commissioner Wu read his colleagues the first draft of a resolution he had written calling on the City to prioritize some of the money set aside through the so-called Housing Trust Fund (adopted by the voters as Proposition C in the November 2012 general election) to use to develop more housing for Transitional Age Youth. Committee members agreed to move this item forward to the Executive Committee to place on the full Youth Commission agenda for the next meeting of Monday, December 3, 2012.

Committee members also developed the following priorities:

• PRIORITY: Prohibiting evictions and speculation on “small site” buildings (through legislation? develop plan with CCDC?)
Action: Eric Wu will email CCDC and copy committee members; Lily Marshall-Fricker will google search state and local eviction processes and provide information to committee members on December 10

• PRIORITY: Track the number of LGBTQ youth and make social services responsive to them by implementing CASPER best practices
Action: Mia Tu Mutch will pursue getting information on CASPER from LYRIC and will provide this to committee members on October 10; Alex Guzman-Ramos will google CASPER and provide information to committee members on December10

• Evaluate the quality of units and the social outcomes of youth living in TAY units
Action: Add this to existing Housing Trust Fund/TAY Housing resolution being developed by Eric Wu, then pester the Supervisors, Mayor and City departments to make sure this evaluation happens

• Advocate for TAY units in new buildings being developed by affordable housing developers
Action: Eric Wu and Alex Guzman-Ramos will begin this process of emailing/calling affordable housing developers

6. Items to Report to Executive Committee (Action Item)

Committee members asked staff to report the following three items to the Executive Committee: the Housing Trust Fund/TAY housing resolution; the work on Chapter 12N of the Administrative Code; the two priorities and other SMART goals.
