1. Call to Order and Roll Call

Committee Chair Wu called the meeting to order at 5:00 p.m. Commissioners present: Emily Guo, Michel Li, Joyce Wu, David Zheng, Luis Avalos. There was quorum. Staff present: Allen Lu.


2. Approval of Agenda (Action Item)

There was no public comment. Commissioner Avalos, seconded by Commissioner Zheng, moved to approve the agenda. This motion was approved by acclamation.


Approval of Minutes (Action Item)

There was no public comment. Commissioner Zheng, seconded by Commissioner Li, moved to approve the minutes of December 18, 2014. The motion was approved by acclamation.

4. Business (All Items to Follow Discussion and Possible Action)


A. SAC Collaboration: Survey for SFUSD Immigrant Students

Committee members and Student Advisory Council Members introduced themselves. SAC members who were present included Representatives Mario from International High School, Audrey from Lincoln High School, and Rebecca from Galileo High School. The group reviewed, discussed, and made edits to the survey. A discussion about whether there should be an online version took place, and the group concluded that paper surveys would be more efficient for tracking and participation purposes.

The top five languages the group felt were primarily spoken by SFUSD ELL/ESL students besides English were Chinese, Spanish, Tagalog, Arabic, and Vietnamese. YC Staff will check in with SFUSD staff about translation of the survey as well as estimating ahead of time the number of ELL/ESL students by school, in the district to prevent the printing of too many surveys.

Representative Mario provided some final public comment, sharing that he’s seen that Wellness Centers and their Counselors are where students hear about resources from. However, the resources are not advertised, so students do not know where to get help or resources from. He feels that schools need to raise awareness about the resources that are available to immigrant youth.

Commissioner Li, seconded by Commissioner David motioned to approve the survey. The motion was approved by acclamation. The SAC representatives also shared their approval and support. There were no additional public comments.

Commissioner Avalos, seconded by Commission Guo, motioned for the survey to be disseminated yearly. The motion was approved by acclamation. The SAC representatives also shared their approval and support. There were no additional public comments.

B. DACA Resolution Follow-Up & Updates

Chair Wu shared that she has sent an email out a list of contacts from DACA Day. Commissioner Avalos suggested that they could reach out to SF ILEN (Immigrant Legal and Education Network). The committee discussed the desire to visit organizations and have offsite meetings to gather narratives and spread this initiative with communities.

C. Planning session: Youth Town Hall with CBA Companies

The committee formulated a format for a Youth Town Hall to be discussed with the CBA Companies. The committee expressed their desire for inviting the CBA Community Liaisons to a planning session.

5. Staff Report

Mr. Lu shared about the upcoming Children’s Fund Community Coalition Celebration, the Mid-Year Retreat, and an upcoming presentation and tour to youth from the Vietnamese Youth Development Center.
