1. Call to Order and Roll Call



Committee Chair Wu called the meeting to order at 5:12 p.m. Commissioners present: Emily Guo, Michel Li, Joyce Wu. Commissioner Luis Avalos arrived at 5:28pm. Commissioners Absent: David Zheng. There was quorum. Staff present: Allen Lu and Monica Guzman.

2. Approval of Agenda (Action Item)



There was no public comment. Commissioner Li, seconded by Commissioner Guo, moved to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)

There was no public comment. Commissioner Guo, seconded by Commissioner Li, moved to approve the minutes of February 12, 2015. The motion was approved by acclamation.

There were none.

5. Business (All Items to Follow Discussion and Possible Action)



A. Youth Town Hall Planning

Chair Wu reviewed updates from the meeting with Spotify. The committee spent time deciding on the theme and came up with expectations for the speakers and workshops. They identified Commissioner Listana as a potential Youth Guest Speaker and have offered the liaisons to identify the Adult Guest Speaker, in addition to Supervisor Jane Kim. Staff will send out emails updating everyone about the discussion from the committee.

A member of the public, student from SFSU, remarked their support of Spotify’s idea of music and how we can turn the social stigma around rap into something positive.

There was no additional public comment.

B. Youth Involvement Process in CBA’s

Chair Wu asked the committee if and when they would like to work on a resolution urging the City to include a youth engagement/involvement process in future Community Benefit Agreements. Commissioner Li shared that a resolution would be stronger after the town hall, and the other commissioners chimed in with general agreement. The committee plans to write up a report from the town hall and draft a resolution over the summer to be introduced the following year.

C. ESL/ELL Survey Updates

Staff updated that the SAC had just finished putting on their summit, and that SAC staff is in the process of setting up a meeting with the staff member(s) in charge of translation services in the school district.

D. DACA Priority Updates

Staff updated the committee that youth and youth coordinators from various organizations have expressed support and would be ready to help gather youth testimonies and speakers when the legislation is introduced at the Board. The committee is requesting to meet with Ms. Jen Low from Supervisor Yee’s office; Chair Wu will reach out.

Commissioner Avalos opened a discussion around the city’s youth employment agencies and programs and their ability to prioritize DACA youth. Commissioner Li recommended Commissioner Avalos to check out last term’s resolution to urge the city to have an equal amount of undocumented youth positions as there were youth positions. Commissioner Avalos commented that he would check out the resolution, and that he wants to investigate ways to protect current DACA recipients in case the country loses DACA. The committee requested staff to reach out to Supervisor Campos’s office to see what can be done around the fear among the community of losing DACA.

6. Staff Report



Ms. Guzman updated the committee on the #Vote16SF Rally. Mr. Lu shared upcoming opportunities for the YC’ers including a radio show and a visit from USC students.

7. Executive Committee Report



Commissioner Avalos and Li briefly shared items on the upcoming Full YC agenda.
