1. Call to Order and Roll Call

Committee Chair Armstrong called the meeting to order at 4:48 p.m. There was quorum. Commissioners present: Armstrong, Persky, Shackelford. Members absent: Student Advisory Council member Zhang. Staff present: Covington, Truong, Yedidia.

2. Approval of Agenda (Action Item)

 

Commissioner Shackelford, seconded by Commissioner Persky moved to approve the agenda. The agenda was approved unanimously.

 

3. Approval of Minutes (Action Item)

 

A. Tuesday, December 6th, 2011

Commissioner Persky, seconded by Commissioner Armstrong moved to approve the minutes of Tuesday, December 6th, 2011. The minutes of Tuesday, December 6th, 2011 was approved unanimously.

 

4. Public Comment on Items not on Agenda (Discussion Only)

 

There were none.

 

5. Business (All Items to Follow Discussion and Possible Action)

 

A. Review Committee Chair’s report to Executive Committee

Committee Chair Armstrong shared her report to the Executive Committee with committee members. Armstrong had shared with the Executive Committee the status of the Youth Employment Committee’s goals, work to date, and priorities. She stated that she was extremely positive with the commitment of members and urged everyone to continue working hard towards committee goals. Armstrong restated policy priorities to her peers and answered clarifying questions.

B. Research & Study Session of Policy Priorities

Committee members then read over Mayor Ed Lee’s Roadmap to Good Jobs and Opportunity and discussed points as it relates to youth. After much discussion, committee members brainstormed the following notes:
The San Francisco Youth Commission’s Youth Employment Committee has the following response and questions to Mayor Ed Lee’s Roadmap to Good Jobs and Opportunity Report:

• Will future tech payroll tax exemptions include provisions for internships include provisions for internships and local hire?
• Because of the impact of payroll taxes on employment, the Youth Employment Committee looks forward to having a voice in the payroll tax reform process.
• Youth Employment Committee encourages youth involvement plans in big events and in new companies like Twitter (for example) coming to San Francisco.
• It isn’t really clear if there is a priority on either small or large businesses. You say in sections #1 and #2 that they are both prioritized, and this is slightly contradictory.
• You said that you wanted to have local hiring. Are you planning on incentivizing this? And if so, how will you do that?
• We would like to commend the apprenticeships, but we would also like to see more specifics in this part of your plan. Also, we thought that you could work with programs like Beacon, existing computer classes etc.
• Also, the apprenticeship programs should focus on youth in high school rather than just youth exiting college and high school.
• Also, we would like you to continue to prioritize and fund youth employment programs like MYEEP, Youthworks, Matchbridge etc.
• Also, we would like to see a priority placed on transportation around schools. This would allow youth to have easy access to potential jobs and their future endeavors.
• “Made in San Francisco” sounds fantastic! We would like you to consider a Job Shadowing day for youth in San Francisco to visit “Made in San Francisco” artisans and companies. The event could be called “SF Youth Made”. We would be more than happy to assist in an opportunity like this, where youth can visit local artisans and manufacturers. Youth can learn more about the different roadmaps they can take for themselves, and become proud of SF made products.

Commissioner Armstrong stated that she would be emailing the committee’s response to the Mayor’s plan to Commission Chair LaCroix.

The meeting was adjourned at 6:48 p.m.
