1. Call to Order and Roll Call

The meeting was called to order at 5:05 p.m. Commissioners present: Sarah Armstrong, Betty Huey, Nicholas Persky, and Mia Shackelford. There was quorum. Staff present: Phimy Truong, Mario Yedidia.

2. Approval of Agenda (Action Item)

Commissioner Shackelford, seconded by Commissioner Persky, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. Monday, April 30, 2012

Commissioner Huey, seconded by Commissioner Persky, moved to approve the minutes of Monday, April 30, 2012. This motion was approved unanimously by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)

A. Next steps for committee work and priorities

Commissioners discussed their respective summer schedule and proposed some dates to meet over the summer to close out their work on committee. Commissioners updated one another on respective roles on following up with priorities. Director of the Youth Commission, Mario Yedidia spoke to members about having each committee prepare a briefing memo on their committee’s work in FY 11-12. Mr. Yedidia spoke about the importance of having institutional memory on the Youth Commission, and having a document where incoming commissioners can read and learn about the work of each committee. Commissioners asked clarifying questions, and discussed what to include on the briefing memo.

B. Youth Involvement Plan Research

Commissioners then discussed how to carry on with their work on the Youth Commission resolution 1112 AL 07 – Urging the Mayor and the Board of Supervisors to Prioritize Youth Involvement Plans During Business Negotiations. Commissioner Armstrong emphasized to her colleagues the importance of having this resolution be successful. Commissioners decided to continue the research of other youth involvement plans or community benefits agreement where youth were included, in an effort to set some guidelines of what an ideal plan should look like. Commissioner Armstrong asked to have this work be the main focus for committee work this summer. Commissioners then worked on a draft list of guidelines and began some research. Mr. Yedidia advised the committee members to look into setting up a meeting with the Office of Economic and Workforce Development get more information.

C. Summer Jobs+ Update

Ms. Truong then gave an update on Summer Jobs+ based on the email updates United Way of the Bay Area has been sending out, and based on notes from the last Workforce Investment San Francisco Board meeting of May 30, 2012. Commissioners discussed their own experiences with having profiles on AfterCollege.com and shared stories about the experiences of their friends’ and classmates using Summer Jobs+ website. Commissioners asked critical questions about how exactly they can provide oversight on the summer program. Commissioners created a list of critical questions to guide this work. Commissioner Armstrong asked staff to invite UWBA to give an update on Summer Jobs+ at an upcoming Youth Commission meeting. Since Commissioner Armstrong will be out of the country for most of the next month, Commissioners Shackelford and Persky volunteered to take the lead on committee work over the summer.

6. Adjournment

The meeting was adjourned at 6:54pm.
