1. Call to Order and Roll Call


The meeting was called to order at 5:03 p.m. Commissioners present: Huynh, Covington, Persky, Shackelford. Commissioners absent: Armstrong. There was quorum.
Staff present: Phimy Truong.

 

2. Approval of Agenda (Action Item)


There was no public comment. Commissioner Covington, seconded by Commissioner Persky, moved to adopt the agenda. The motion was approved by acclamation.

 

 

3. Approval of Minutes (Action Item)


A. March 12, 2013

There was no public comment. Commissioner Covington, seconded by Commissioner Persky, moved to approve the minutes to the meeting of March 12, 2013. The motion was approved by acclamation.

 

 

4. Public Comment on Items not on Agenda (Discussion Only)


Hector Pineda, an SFSU journalism student, expressed that he was observing the committee meeting for a class assignment.

 

 

5. Business (All Items to Follow Discussion and Possible Action)


A. Staff report on Youth Council meeting of March 20, 2013

Ms. Truong provided an overview of the Youth Council meeting she attended on March 20, 2013. The Youth Council is staffed by the Office of Economic and Workforce Development and is charged with coordinating and centralizing the youth and adult workforce systems in San Francisco. The Youth Commission has one seat on this council, of which commission staff is currently attending and reporting back to the committee. There were some updates about SF Summer Jobs+ (SFSJ) at this meeting from United Way of the Bay Area (UWBA); namely that the program was going to move forward this summer and that UWBA will continue to be the intermediary agency to coordinate the program. SFSJ+ 2012 resulted in 3,466 public sector training and job opportunities; 1,738 private sector job and internship opportunities; totaling 5,204 employment opportunities for youth. Next steps for SFSJ+ includes a bigger goal of 6,000 jobs for youth 14-24 in San Francisco; a kickoff event in April or May; a new online system to access opportunities; partnerships with 3-4 neighborhood based organizations to assist youth in accessing the program; and year round opportunities. Commissioners expressed excitement about the upcoming SFSJ+ program. There was no official action taken.

B. Debrief Coleman’s community convener meeting on employment

Commissioner Huynh then gave a recap of her participation in the community convener meeting on youth employment on March 19th. The convener meeting took place at Balboa High School and there were presentations by UWBA and the Department of Children, Youth, and their Families. Commissioner Huynh participated in the youth breakout sessions and shared some of the feedback provided by youth to her peers. Youth participants expressed that school was the best way for them to receive information about employment opportunities; that they would like to be plugged into job training programs or jobs that would directly provide the training needed to work. Commissioner Huynh shared that she had a wonderful experience participating in the discussions, and will make sure to send over additional notes from the convener meeting as soon as she gets them from the organizers.

Commissioners asked clarifying questions. There was no official action taken.

C. Revisit committee priorities and goals

Commissioners spent some time working on their respective priorities and goals. Commissioner Shackelford prepared for an upcoming meeting with staff working on an online platform which monitors labor practices of restaurants in San Francisco. Commissioner Persky prepared for an upcoming meeting he will be having with staff and some youth employment service providers on undocumented youth. Commissioner Covington did some research on Alameda County’s Emergency Medical Services (EMS) program, a program which provides Alameda County’s 16-24 year old residents with training in the health field. Commissioner Covington expressed that he would be exploring career pathway programs which aids disadvantaged youth in obtaining public sector health jobs. He will be doing research of such opportunities in San Francisco and in Bay Area.

D. Work on committee community engagement plan

This item was tabled.

 

 

 

6. Items to Report to Executive Committee (Discussion Only)


Commissioner Covington asked his peers to report the following to the executive committee: the employment committee members are in working mode and have been continuing their exploration of the youth employment landscape in SFSJ+ 2013, career pathway programs into public sector jobs, and how to support undocumented youth. There was no public comment. There was no official action taken.

Commissioner Shackelford expressed that there were no new updates since the last report.
