1. Call to Order and Roll Call

The meeting was called to order at 5:03pm. Commissioners present: Christine Huynh, Nicholas Persky, Mia Shackelford. Commissioners absent: Kyron Covington, Sarah Armstrong. There was quorum.
Staff present: Phimy Truong.

2. Approval of Agenda (Action Item)

Commissioner Shackelford, seconded by Commissioner Persky, moved to approve the agenda. The motion was approved by acclamation.

There was no public comment.

3. Approval of Minutes (Action Item)

A. September 18, 2012

Commissioner Persky, seconded by Commissioner Shackelford, moved to approve the minutes to the meeting of September 18, 2012. This motion was approved by acclamation. There was no public comment.

4. Public Comment on Items not on Agenda (Discussion Only)

Jasmin Taylor, a San Francisco State University student introduced herself to commissioners and stated that she was attending the meeting for a Journalism class assignment.

5. Business (All Items to Follow Discussion and Possible Action)

A. Overview of Enterprise for High School Students and EHSS priorities for 2012-2013 program years.
Presenter: Gabriel Hanzel-Sello, College and Career Counselor, Enterprise for High School Students

Gabriel Hanzel-Sello, College and Career Counselor from Enterprise for High School Students, a youth employment program in San Francisco, introduced himself to commissioners. Mr. Hanzel-Sello then gave a detailed overview of Enterprise’s youth program history and structure. Mr. Hanzel-Sello discussed challenges in the youth employment field and asked commissioners to work on increasing opportunities for youth who have the most barriers. Commissioners engaged in a discussion about assessing Summer Jobs+. Mr. Hanzel-Sello gave some feedback and asked to be involved in the assessment of Summer Jobs+. Commissioners thanked him for his time.

There was no public comment.

B. Review committee S.M.A.R.T. goals

Committee members spent time looking over their S.M.A.R.T. goals and outlined a draft list of priorities for members to work on. Members then discussed Summer Jobs+ and agreed to work on assessing the program.

C. Next steps on developing policy priorities

Members agreed to have their next committee meeting to be a working meeting.

6. Items to Report to Executive Committee (Action Item)

Commissioner Huynh, seconded by Commissioner Shackelford, moved to have the following items reported to the Executive Committee: the employment committee will be working on the assessment of Summer Jobs+ and getting feedback from youth employment service providers; other committee priorities include: following up on the Deferred Action policy and looking into ways to increase employment opportunities for undocumented youth, looking at the alignment of youth employment programs, and setting deadlines for committee members to follow. The motion was approved by acclamation.

7. Executive Committee Report (Discussion Only)

Commissioner Persky shared that the Executive Committee will be working on creating a forward calendar detailing a list of departments to present to the full Youth Commission.

The meeting was adjourned at 7:12pm.
