1. Call to Order and Roll Call

Committee Chair Christine Huynh called the meeting to order at 5:02 pm. Committee members present: Kyron Covington, Christine Huynh, Nicholas Persky, Mia Shackelford. Committee member absent: Sarah Armstrong. There was quorum.
Staff present: Phimy Truong.

2. Approval of Agenda (Action Item)

There was no public comment on this item. Commissioner Shackelford, seconded by Commissioner Covington, moved to approve the agenda. The agenda was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

There was no public comment on this item.

Commissioner Persky, seconded by Commissioner Shackelford, moved to approve the minutes to the meeting of September 5, 2012. The minutes were approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Presentation on Youth Workforce Programs and Youth Workforce Development Strategies.
Presenter: Glenn Eagleson, Senior Planner & Policy Analyst/Citywide Lead for TAY Services, Department of Children, Youth, and their Families

Glenn Eagleson, Senior Planner & Policy Analyst/Citywide Lead for Transitional Age Youth Services, gave a detailed overview on the Department of Children, Youth, and their Families’ (DCYF) youth workforce development programs and strategies. Strategies include providing career awareness, providing workforce opportunities via various youth employment programs in San Francisco, work based learning initiatives at Alternative High Schools, work force opportunities for justice system involved youth, creating employer demand and managing work based learning opportunities, and creating a centralized, universal application process to increase youth access to the many youth employment opportunities San Francisco has to offer.

Commissioners asked clarifying questions.

B. Overview of Japanese Community Youth Council and Priorities for 2012-2013 program year
Presenter: Alvin Woo, Director of Mayor’s Youth Employment and Education Program

Alvin Woo, introduced himself as the Director of Youth Workforce Programs at the Japanese Community Youth Council (JCYC). Mr. Woo then provided commissioners with an overview of JCYC and the many youth employment programs it fiscally sponsors. He spoke about JCYC’s youth workforce development strategies and gave a detailed overview about the Mayor’s Youth Employment and Education Program (MYEEP) and Youth Works, two of the largest youth employment programs in San Francisco.

Commissioners asked about challenges JCYC has seen in the youth employment field, and other clarifying questions.

C. Next Steps on developing policy priorities

As time was running out, Committee Chair Huynh, asked her colleagues to reflect on the information provided by the two presenters, and come to the next committee meeting with priorities to discuss.
