1. Call to Order and Roll Call

The meeting was called to order at 5:15 PM. Commissioner present: Grace Pating, Hatim Mansori, Jessica Calderon. Commissioner Galeano was absent. There was quorum.

Staff present: Monica Guzman, Adele Failes-Carpenter

There was no public comment.


2. Approval of Agenda (Action Item)

Commissioner Pating, seconded by Commission Mansori, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

Commissioner Pating, seconded by Commissioner Mansori, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.


4. Public Comment on Items not on Agenda (Discussion Only)

Conrad Baldwin from The Coalition to Free the Void Generation came by and spoke about void restraining orders and the issues surrounding them. He mentioned the Youth Commission could receive a free .pdf of his book, “The Void Generation”.

6. Business (All Items to Follow Discussion and Possible Action)

A. Debrief on jail legislation and next steps

Commissioners debriefed on their full youth commission meeting. They then discussed next steps for the jail legislation. Youth Commission want to talk to community organizations regarding alternatives to incarceration. They are considering having a town hall. Some preliminary suggestions for places of where to hold this town hall were City College of SF and Mission High School.

Next steps: Staff will send out alternative to incarceration hearing link on sfgovtv.

B. Review and discuss police training priority

Next steps: Staff will contact Center for Youth Wellness regarding an update on their youth training.

D. Review pertinent legislation

a. Stop the Torture of Children Act – youth solitary confinement

Commissioners discussed writing a resolution urging the Board of Supervisors to support Senator Leno’s “Stop the Torture of Children Act”.

b. SFPD Use of Force Policy Revisions

Staff will reach out to Suzy Loftus
Commissioner Calderon will reach out to DeAnthony Jones
Commissioner Mansori will talk to SF NAACP and SF BLM
Commissioner’s Mansori and Calderon will reach out to youth at Lincoln High School regarding organized walk out
Commissioner Mansori will reach out to Joe Marshall and Edwin Lindo on next steps re: 5-point plan and youth seat on police commission.

Additionally staff will research the authorizing legislation for the police commission.

Commissioners discussed writing a resolution urging the Board of Supervisors to look into the excessive use of force by the SFPD

8. Staff Report

Staff reminded youth to finish their preventing harassment training online before December 31st. Staff also reminded youth about the mid-year retreat happening in January.
