1. Call to Order and Roll Call

The meeting was called to order at 5:04 pm. Commissioners present: Wu, Edelhart, Berliner; Commissioners absent: Cardenas; Staff present: Adele Failes-Carpenter

There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Wu, seconded by Commissioner Edelhart, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Wu, seconded by Commissioner Edelhart, moved to approve the November 25th meeting minutes. There was no public comment. The motion was approved by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)

A. Review priorities on youth-police relations

Committee chair Berliner updated commissioners that the police commission would review the DGO 7.04 roll call training video at the January 14th police commission meeting. Committee members discussed writing a resolution of commendation for full commission approval before the release of the video. Committee members discussed liking the following aspects of the video: youth inclusion; real-life stories and testimony, not just actors; thanking community partners in the credits; the lessons of the video are clear: arrest out of sight of kids and make sure parents can arrange for child care. Questions they had were: Where do youth learn the process of the legal system their parents will go through? What about 18-19 year old non-dependent children?

Committee members reviewed the proposal for a youth roundtable meeting with the police department. They discussed requesting bi-monthly meetings and including group agreements to ensure that all partners participate consistently, are prepared, have capacity to follow up on things coming out of the meetings, and approach the discussion from a solutions-oriented place.

There was no public comment.

B. Review updates from Dignity in Schools

Committee chair Berliner invited committee members to join the December 17th all member call. They requested staff to look into the feasibility of supporting commissioners to attend the annual meeting in Chicago in April. There was no public comment.

C. Review other committee priorities

Commissioners discussed having a youth-led and youth-moderated youth townhall on Ferguson. They suggested that youth moderators would need to practice conflict mediation and neutrality and that small group break outs would be helpful. Commissioner Berliner suggested that All of Us or None may be able to co-host. Staff agreed to look into what the Human Rights commissioner is already doing in this respect. There was no public comment.

6. Staff Report

Staff confirmed commissioners could meet December 23rd. They updated commissioners that the Center for Youth Wellness is working on a SFPD training. Committee members asked staff to follow up and request a presentation.
