1. Call to Order and Roll Call



The meeting was called to order at 5:05 pm. Commissioners present: Berliner, Edelhart, Wu; Commissioners absent: Cardenas (out sick); Staff present: Adele Failes-Carpenter

There was quorum.

2. Approval of Agenda (Action Item)



Commissioner Edelhart, seconded by Commissioner Wu, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

5. Presentations (All Items to Follow Discussion and Possible Action)



A. Presentation on Project WHAT Policy Recommendations from 2013-2015 YPAR Project
Presenters: Project WHAT Youth Leaders

Project WHAT youth leaders updated the youth justice committee members on their research findings and policy recommendations. At this time, the group would like to focus on lowering the visiting age to 16 at county jails and having an online inmate locator. The group will work on state-level recommendations at a later time. There was no public comment.

6. Business (All Items to Follow Discussion and Possible Action)



A. Review CIP Priorities

Committee members discussed their meeting with Sheriff Mirkarimi on March 5th to discuss lowering the visiting age in county jails. There was no public comment.

B. Review other committee priorities

Committee members discussed recent updates from meetings held by individual members:

• Met with SFUSD + SRO coordinator, Lt. Fatooh who provided presentation on on-campus arrests to the Board of Ed earlier this month. On campus-arrests are at an all time low (37 last semester) but there is still a big racial disparity as it is mostly black students who are affected. We are working on a proposal for youth input on the MOU oversight committee
• Met with Chief Nance—he’s not putting arming protocols for juvenile probation officers in his budget and youth detained at juvenile hall are now using the outdoor recreation yard regularly
• YC staff, along with Zoe, met with DC Tomioka about the youth-police training and about the training for DGO 7.04. We want to sit down with the people in SFPD responsible for the training to make sure it includes solid de-escalation skills for police. We are also waiting to hear back whether they can put a field in the police report about whether the person being arrested is a parent.
• The juvenile justice coordinating council met last week and Sophie sat on it. There was an update on the mayor’s violence prevention plan: interrupt, predict, and organize. We want to keep an ear out for if new policing tactics are affecting youth interactions with police and how the IPO is engaging with violence prevention programs
• We will be meeting with the director of family and children services (child protective services) at our March 10th meeting to talk about how SFPD makes referrals to CPS and we might as about DGO 7.04

Committee members discussed recently arising scheduling conflicts for the March 10th meeting and directed staff to reschedule with Sylvia Deporto if possible. They asked staff to schedule a meeting with domestic violence organizations March 24th.

7. Staff Report



Staff updated committee members on the recent #Vote16SF meeting. There will be a rally before the legislation introduction on March 16th.
