1. Call to Order and Roll Call
The meeting was called to order at 5:03 PM. Commissioner present: Grace Pating, Hatim Mansori, Jessica Calderon. There was quorum.
Staff present: Monica Guzman, Adele Failes-Carpenter
There was no public comment.
2. Approval of Agenda (Action Item)
Commissioner Pating, seconded by Commission Mansori, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.
3. Approval of Minutes (Action Item)

Commissioner Galeano, seconded by Commissioner Pating, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.
4. Public Comment on Items not on Agenda (Discussion Only)
Sophie Edelhart, a former Youth Commissioner, came to visit and share some Youth Justice knowledge with the current commissioners.
5. Presentations (All Items to Follow Discussion and Possible Action)
A. Overview of the Office of Citizen Complaints and Policy Work on Juvenile Policing
Presenter: Samara Marion, Office of Citizen Complaints
Samara Marion from OCC was unable to make it but she will be in on January 13, 2016 to meet with Commissioner Calderon and Commissioner Mansori.
The YJ committee brainstormed ideas for their Wednesday meeting with Samara Marion. They thought of the following questions they wanted to bring up at the meeting:
What is the OCC complaint process? What is the limit of power of the OCC? What can the offices do if an injustice occurs? What is the OCC experience with push back (if any) from the SFPD and what is the relationship with the Police Commission (who oversees them). Do youth submit a number of complaints to the OCC? How is the OCC handling the Mario Woods incident and Use of Force policy issues? Are there any updates on police body cameras? What ideas are there for moving forward on youth/police relations? Are there any updates on tasers being introduced into SFPD? Are other city OCC’s different around the US? Some people want to get a youth seat on the police commission? What do you think? What else might change about the police commission to strengthen accountability? DGO .04: How is officer training going? What about “parent” field in police report? People are talking about SFPD Use of Force policy and changing it. What types of changes in use of force policies really change police behavior? What is possible to win in this moment of increased public scrutiny?
B. Presentation on Community Response re: SFPD Use of Force
Presenter: Daniel Landry, Justice for Mario Woods Coalition
Daniel Landry from the Justice for Mario Woods Coalition came to speak to the Youth Commissioners about the work the coalition is doing. He also suggested the Youth Commission to write a motion or statement of support and a resolution requesting a hearing to examine SFPD use of force policy. They also discussed the possibility of advocating for a youth seat on the Police Commission and a joint meeting with the Police Commission. A number of commissioners stated they would be able to attend the next Justice for Mario Woods meeting on Thursday January 14th.
6. Business (All Items to Follow Discussion and Possible Action)
A. Review and discuss police training priority
The YJ committee wants to continue working on this priority and would like to schedule a meeting with the Center for Youth Wellness in February.
B. Review updates on both TAY SF and HRC youth-police town halls
Staff Leah, Commissioner Mansori and Commissioner Avalos-Nunez attended these meetings. The commissioner gave an update on them. The next HRC town hall will be on February 18th and youth are encouraged to invite others.
C. Review updates from December student walkout
Commissioner Calderon received the contact info for the youth who planned this walkout and they will be invited to a future meeting, possibly January 25th.
D. Review and discuss other committee priorities
The committee discussed following g up on the jail alternatives now that the new jail will not be built. Supervisor Breed and the DA have proposed a mental health alternative to the jail. The YJ committee will follow up with them.
Commissioner Pating and Commissioner Mansori will plan a meeting with the Mayor’s Office to discuss next steps on police and youth relations as well as thoughts on a youth seat on the Police Commission.
7. Executive Committee Report
There as none.
8. Staff Report
Staff reminded youth that the Mid-Year Retreat would be held this weekend starting at 10 AM. Staff also mentioned that the Re-entry Council is looking for a youth seat so if anyone knows of anyone to let them know.

The Youth Commission meeting adjourned at 7:09 PM.
