1. Call to Order and Roll Call

The meeting was called to order at 5:10 p.m. Present: Commissioner Carrion and Commissioner Gomez. Commissioner Monge-Rodriguez notes present at 5:13 p.m. Staff present: Phimy Truong, Adele Carpenter

2. Approval of Agenda (Action Item)

Commissioner Gomez, seconded by Commissioner Carrion, moved to approve the agenda. This motion was approved unanimously.

3. Public Comment on Items not on Agenda (Discussion Only)

Commissioner Carrion welcomed members of the BART independent police auditor, who had come to present to the Committee. Anita Grayson, Kobia West, and Mark Smith presented to the committee regarding the recent establishment of a BART independent police auditor. The police auditor takes complaints, investigates major misconduct, and oversees the internal affairs investigations of the BART police. The investigations of the police auditor are in turn overseen by a citizen complaint board. The office would like to focus on youth and patterns of police misconduct and discourtesy towards young riders, and make sure that young people know the police auditor’s office exists as a resource.

Commissioner Carrion asked if the office planned to establish notices on BART trains. Mr. Smith explained that the office is working on this. Commissioner Monge-Rodriguez explained that the committee was working on police training recommendations for SFPD and asked if the BART police auditor has the authority to make departmenal policy and training recommendations for BART police. Mr. Smith explained that a key focus of the BART police department’s reform efforts following the shooting death of Oscar Grant have focused on training efforts meant to address racial bias, encounters with youth, and responses to mental health crises. Commissioner Monge-Rodriguez explained that the committee was working on the police training recommendations that rely on evidence-based models, and discussed sharing these training models with the BART police auditor’s office. Commissioner Gomez asked who approves the citizen reviewers. Mr. Smith explained that the BART board of directors, the police auditor’s office, and the BART police union maintain joint appointments to the citizen review board.

4. Business (All Items to Follow Discussion and Possible Action)

A. Staff report

Adele Carpenter shared updates on community outreach opportunities and the D.A.’s recent restorative justice pre-charge diversion program for juveniles.

B. Plan next steps for Juvenile Probation Department’s recreation yard issue

Commission Carrion shared updates regarding his discussions with Supervisor Yee regarding finding public funding to fix the wall at YGC and allow youth detainees full access to the recreation yard. Committee members discussed how to best follow up with members of the board of supervisors and area community-based organizations on the wall repair.The committee agreed they would like to establish quarterly meetings with the Juvenile Probation Department chief.

C. Committee community engagement plan

The committee discussed having a multi-issue off-site event in April, focused on committee priorities and highlighting their work regarding the Juvenile Probation Department. The committee would like to focus the event on outreaching to District 5 and District 10. Committee members agreed to take next steps to find a space to host and refine goals for the event. Staff agreed to assist in finding a space to host.

The committee also discussed collaborating with Bernal Heights Neighborhood Center regarding the MOU and police training recommendations at the organization’s youth safety summit in April or May. Staff agreed to help facilitate that collaboration.

D. Review other committee priorities:

• Follow up on police recommendations

Committee members disc ussed meeting with members of the citizen review board and reviewing community feedback regarding police training recommendations to prepare for a meeting with Chief Suhr.

• Next steps on resolution urging JPD to not equip SOP unit probation officers

Committee members discussed meeting with union leadership and juvenile justice providers to discuss next steps on this issue.

• Next steps on resolution urging against the issuance of taser devices

Commissioner Carrion discussed the need for an update on the establishment of an MOU between SFUSD and the police department. The committee agreed to request a meeting with school district officials.

• Meeting with staff of Mayor’s Violence Prevention Unit

Committee members agreed to meet with with staff from the Mayor’s Violence Prevention Unit on March 18th.

5. Items to Report to Executive Committee (Action Item)

Commissioners asked staff to report the developing plans for an off site meeting.

6. Executive Committee Report (Discussion Only)

Commissioner Monge-Rodriguez updated the committee on the Bay Area wide YC summit plan and the Youth of the Year Award outreach.

7. Adjournment

The meeting was adjourned at 6:55 p.m.
