1. Call to Order and Roll Call

The meeting was called to order at 4:03pm. Commissioners present: Rene Ontiveros, Angel Carrion. Staff present: Mario Yedidia. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Carrion, seconded by Commissioner Ontiveros, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. May 9, 2012

Commissioner Carrion, seconded by Commissioner Ontiveros, moved to approve the minutes to the meeting of May 9, 2012. This motion was approved unanimously by acclamation.

B. February 29, 2012

Commissioner Carrion, seconded by Commissioner Ontiveros, moved to approve the minutes to the meeting of February 29, 2012. This motion was approved unanimously by acclamation.

C. February 22, 2012

Commissioner Carrion, seconded by Commissioner Ontiveros, moved to approve the minutes to the meeting of February 22, 2012. This motion was approved unanimously by acclamation.

D. February 16, 2012

Commissioner Carrion, seconded by Commissioner Ontiveros, moved to approve the minutes to the meeting of February 16, 2012. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Business (All Items Below Discussion and Possible Action)

A. Follow up work on Juvenile Probation Department’s capital priorities and recreation access at the Juvenile Justice Center

Committee members discussed the information presented and discussion had at the Board of Supervisors’ Public Safety Committee hearing on the Juvenile Probation Department’s practices regarding detainees’ recreation in general and physical education in particular, as well as the Department’s compliance with the California Code of Regulations exercise requirement, laid out in Title 15 Section 1371, that people held in juvenile detention facilities be provided with the opportunity to go outside for one hour each day, weather permitting.

Committee members took no official action. However, they agreed to do the following things:

• To ask the Juvenile Probation Department to provide, as soon as possible, intelligible documentation attesting to the Department’s compliance with title 15’s exercise requirement.
• To request meetings with the Presidents of the Juvenile Probation Commission (JPC) and the Juvenile Justice Commission (JJC), to discuss how these two bodies and the Youth Commission can better work together, especially given the seemingly dubious effectiveness of the JPC to address the Department’s capital improvement needs vis-à-vis recreation access and why the JJC, which is mandated by the state to provide oversight for Juvenile Hall, did not reveal the fact that young people were not regularly being allowed access to the full outdoor recreation areas before the Youth Commission publicly addressed this issue in February of 2012.
• To strategize about how to get the Department to prioritize the capital improvements necessary to provide youth access to the full outdoor recreation area, given the fact that the Department (in a document obtained by the Youth Commission after it was provide to the President of the Board of Supervisors and the members of the Public Safety Committee) has not prioritized these improvements even in the top ten of the twenty two deferred capital needs it has (the Department has not prioritized this in its Ten-Year Capital Plan, either).

6. Adjournment

The meeting was adjourned at 5:07.
