1. Call to Order and Roll Call

The meeting was called to order at 5:14 p.m. Commissioners present: Angel Carrion, Ramon Gomez, Paul Monge-Rodriguez. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Monge-Rodriguez, seconded by Commissioner Gomez, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. October 25, 2012

Commissioner Monge-Rodriguez, seconded by Commissioner Gomez, moved to approve the minutes to October 25, 2012. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Check in

Commissioners and staff each shared one high moment and one low moment of the week.

B. Work on data analysis of survey results

Commissioner Monge-Rodriguez gave an overview of his data analysis on the surveys gathered from youth at juvenile hall. One of the most surprising results from the survey was that a large percentage of participants indicated that they did not like the outdoor recreation being provided. Commissioners then discussed the social and psychological consequences of being institutionalized.

Commissioners then spent some time working on the draft report together. Commissioner Carrion looked for research related to mental health and negative factors of being institutionalized. Commissioner Gomez had done research on the overall benefits of physical education. Commissioners continued providing feedback to the report. Commissioner Monge-Rodriguez stated that he would finish the report and have it ready by the next committee meeting. Commissioners agreed to follow up with Chief Siffermann after finalizing the report.

C. Work on committee priorities and S.M.A.R.T. goals (i.e., goals that are
specific, measurable, achievable, realistic and time-bound)

Commissioners then spent some time going through their S.M.A.R.T. goals and received updates on their work. Ms. Truong updated commissioners that Mr. Kevin Truitt would soon be meeting with Coleman Advocates to go over the recommendations from community organizations and the Youth Commission, on what to include in the memorandum of understanding between the school district and the police department. Commissioners expressed interested in continuing their participation in the MOU discussion. Commissioners then discussed whether or not they should follow up with committee member, Rene Ontiveros’ suggestion to have the Transitional Age Youth advisory body run focus groups with formerly incarcerated youth. As Mr. Ontiveros was not able to make the meeting to discuss this further, Commissioner Monge-Rodriguez agreed to follow up with him to get all the necessary information on having the committees follow up on the focus group work.
Commissioners also expressed interest in observing the current training on youth development and de-escalation tactics that new police officers are undergoing.

D. Next steps

Commissioners then prioritized their committee goals, and discussed next steps.

6. Items to Report to Executive Committee (Action Item)

Commissioner Gomez, seconded by Commissioner Carrion, moved to report the following items to the Executive Committee: the Youth Justice Committee worked on a report analyzing the survey results and planned on formally presenting it at a full Youth Commission meeting; planned to observe academy trainings; and continue participating in the drafting of an updated MOU between the school district and police department. This motion was approved unanimously by acclamation.

 

7. Executive Committee Report (Discussion Only)

Commissioner Monge-Rodriguez gave a brief legislative update to the committee. Commissioners asked clarifying questions.
