1. Call to Order and Roll Call


The meeting was called to order at 5:09 pm. Commissioners present: Cardenas, Wu, Berliner, Edelhart. Staff present: Adele Failes-Carpenter

There was quorum.

2. Approval of Agenda (Action Item)



Commissioner Cardenas, seconded by Commissioner Wu, moved to approve the agenda. There was no public comment. The agenda was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)



James, a student at St. Ignatius introduced himself to committee members.

5. Business (All Items to Follow Discussion and Possible Action)



A. Review 13-14 priorities related to Children of Incarcerated Parents

This item was tabled by acting chair Edelhart.

B. Update on meeting regarding SFPD DGO 6.09 Domestic Violence protocols

Commissioners Berliner and Wu shared updates from the meeting with members of the police department and police commission the following week on the new domestic violence protocols that include enhanced referrals to child welfare. The policy was approved by the police commission. Committee members discussed the importance of following up to ensure youth are assessed for the services they need to ensure that data is collected that will allow the impacts of the policy to be assessed in six months. Commissioners also discussed how this intersects with the priority regarding ensuring officers are trained in working with youth, on trauma issues, and in de-escalation. Commissioners directed staff to schedule a tour of the Child Advocacy Center and to request a presentation from Family and Children Services. Commissioners Edelhart and Berliner will take point on the issue moving forward.

C. Review other committee priorities

Committee members asked to have future agenda items dedicated to discussing the community response to the murder of a 14 year old boy in the Mission, Rashawn Williams. They also requested that staff invite a presentation from people who organized youth against Prop 21 19 years ago to discuss how the 20th anniversary of the “Stop the Prop” movement could be commemorated.

Committee members discussed attending the Friday BOS Neighborhood Services and Safety hearing on body-mounted cameras for police. They researched and read articles about the topic.

James, a St. Ignatius student, commented that an important part of having police body-mounted cameras would be having master switch that made sure the cameras were rolling every time police left the station.

There was no further public comment.

D. Elect Committee Chair

Commissioners discussed their expectations of their committee chair. Commissioners Cardenas and Berliner reaffirmed their interest in running for chair and gave brief comments regarding their respective qualifications. Commissioner Cardenas agreed that if there was a 2-2 tie again, that he would step into the position of vice chair. According to that agreement, the committee members selected Commissioner Berliner as their chair, and Commissioner Cardenas as their vice chair.

6. Staff Report



Commissioner Edelhart shared that she is working on a media project of pod casts with Project WHAT. Committee members expressed interest in scheduling a special meeting with Project WHAT in November.

Staff shared invitations for the committee to join the Dignity in Schools campaign and Community Justice Network for Youth. Committee members agreed they would like the full commission to review the request.
