1. Call to Order and Roll Call
The meeting was called to order at 4:48 p.m. Commissioners present: Sarah Armstrong, Nicholas Persky, Mia Shackelford. Transitional Age Youth Initiative Young Adult Advocate Nadiyah Shereff.
2. Approval of Agenda (Action Item)
Commissioner Persky, seconded by Commissioner Shackelford, moved to approve the agenda. This motion was approved unanimously.
3. Approval of Minutes (Action Item)

A. Presentation on Understanding the Range of Assessments of Youth Workforce Programs Presenter: Glenn Eagleson, Senior Planner & Policy Analyst, Department of Children, Youth, and their Families
Commissioner Armstrong welcomed Glenn Eagleson, Senior Planner & Policy Analyst of the Department of Children, Youth, and their Families (DCYF), and Sherrice Dorsey, Program Officer, of the Department of Children, Youth, and their Families to the meeting.
Mr. Eagleson started the presentation with a general overview of DCYF’s Youth Leadership, Empowerment, and Development (Y-LEaD) service area which serves youth ages 13 to 21 in both teen-serving and workforce programs. Mr. Eagleson then gave a comprehensive overview of youth workforce programming in San Francisco which consisted of the following five categories: Youth Workforce Development for General Population, the Youth Works program, the Mayor’s Youth Employment and Education Program, a School Partner Model, and Youth Workforce Development for High Risk Population. He explained the process for which agencies receive funding for their respective programs.
Ms. Dorsey then stepped in to explain contract management systems (CMS) and her role as Program Officer, overseeing workforce programs. Some of the work plans and proposals for workforce programs are prescribed by DCYF, and some have general themes, allowing agencies the flexibility to conduct the program in their own ways. Ms. Dorsey explained that this can be challenging for DCYF to assess the progress, success, and quality of a program. As such, DCYF has a wide range of assessments used to measure quality and outcomes of youth workforce programs. A newer tool that Ms. Dorsey has been using is the Youth Workforce Development Site Protocol which is a more extensive way of assessing an agency’s program. Each protocol requires four hours to complete.
Commissioner Shackelford asked if it has been difficult to pay for wages for youth workforce programs as minimum wage increases in the city. Ms. Dorsey noted that it has been a challenge and staff has been looking at different strategies to pay for youth wages. Commissioners Armstrong and Shackelford, and Transitional Age Youth Young Adult advocate Shereff continued to ask questions about the scope of assessing workforce programs under DCYF, challenges, and proposed strategies. Members discussed their own experiences in workforce programs.
B. Feedback on Committee Priorities & Timeline
Committee members quickly presented their current committee priorities and timeline to Mr. Eagleson and Ms. Dorsey, who asked clarifying questions of members. Commissioners asked for feedback and discussed their goals.
C. Research & Study Session
Committee members agreed to meet again on Friday, February 24, 2012 at 4:30 p.m. in the Youth Commission office.

The meeting was adjourned at 6:11 p.m.
