1. Call to Order and Roll Call
The meeting was called to order at 5:30 p.m. Commissioners present: Nicholas Persky, Christine Huynh, Paul Monge-Rodriguez, and Mia Shackelford. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)
Commissioner Huynh, seconded by Commissioner Monge-Rodriguez, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)
A. Wednesday, December 12, 2012
Commissioner Shackelford, seconded by Commissioner Persky, moved to approve the minutes to the meeting of December 12, 2012. This motion was approved unanimously by acclamation.
4. Public Comment on Items not on Agenda (Discussion Only)
Mesha Monge Irizarry, Executive Director of Idriss Stelley Foundation, shared her personal story regarding her son’s death by a taser. Ms. Monge Irizarry urged commissioners to look into the San Francisco Police Department’s Crisis Intervention Team program. She also spoke about the costs of implementing tasers and asked commissioners to look into how this affects youth.
Jeremy Miller, Program Director of Idriss Stelley Foundation, expressed his concerns regarding the possible issuance of tasers to the San Francisco Police Department’s (SFPD) Crisis Intervention Team (CIT) trained officers. Mr. Miller urged commissioners to look into the dangers of tasers and tasers related death affecting youth. He also urged commissioners to attend upcoming Police Commission meetings and voice their concerns.

Commissioners each shared their goals for the new year.
B. Staff report
Phimy Truong, Coordinator of Youth Development and Administration for the Youth Commission, gave the following updates to committee members: I-YEL, a youth leadership program requested a Youth Commissioner to speak at an upcoming youth summit in April; ShapeUp SF, a partnership working to address the epidemic of chronic disease through primary prevention and environmental strategies, will be having their first coalition meeting on Wednesday, January 9th and would like commissioners to attend; and there was going to be a midyear retreat workshop planning meeting on Friday, January 4 at 2:30 p.m.
Commissioners asked clarifying questions. Commissioner Shackelford will be attending the ShapeUpSF meeting.
C. Consideration of authorization of the following absences:
* Commissioner Armstrong’s absence of Monday, 12/17/12
* Commissioner Warri’s absence of Monday, 12/17/12
Commissioners read the absence authorization requests from Commissioners Armstrong and Warri. Commissioners agreed to have these absences be up for authorization at the full Youth Commission meeting of February 4, 2013.
Commissioner Shackelford, seconded by Commissioner Monge-Rodriguez, moved to recommend that the absences of Commissioner Armstrong and Warri be authorized at the full Youth Commission meeting of February 4, 2013. This motion was approved unanimously by acclamation.
D Approve the agenda for the joint Youth Commission/Student Advisory Council midyear retreat of January 12 and 13, 2013.
Ms. Truong gave a brief overview of the tentative workshop curriculum for the upcoming joint midyear retreat of January 12 and 13, 2013. The midyear retreat will be jointly held with the Student Advisory Council and will take place at Civic Center Secondary School on 727 Golden Gate Avenue. Ms. Truong has already noticed the location of the midyear retreat.
Commissioners discussed the proposed workshop curriculum and volunteered to co-facilitate different sections of the joint midyear retreat with the Student Advisory Council. Commissioners asked staff to ensure that there would be a Student Advisory Council representative and staff to co-facilitate with them. Ms. Truong informed committee members that Mr. Judson Steele, SAC coordinator, has agreed to reach out to SACers to lead workshops. Commissioners agreed to have the following workshops on the agenda for the midyear retreat: team building activities to create stronger bonding between youth leaders; a detailed presentation on the City’s budget and the school district’s budget; a goal setting workshop; a resolution writing refresher for everyone; a youth empowerment workshop lead by Peter Lauterborn, former commissioner and student advisory council representative; and a reflection workshop.
Commissioner Monge-Rodriguez, seconded by Commissioner Huynh, moved to approve the midyear retreat agenda for January 12 and 13, 2013. This motion was approved unanimously by acclamation.
E. Officer updates
Commissioner Monge-Rodriguez gave brief updates on continuing his goals as a legislative affairs officer this year. Commissioner Persky then congratulated Commissioner Huynh on being the Youth Commission’s new Communications and Outreach officer. Commissioner Huynh then shared her goals of continuing to bring the commission’s presence out to different community organizations. She gave an update on the outreach she has done in her district, and shared that she would be starting to set up outreach and visits at different organizations and schools.
F. Youth of the year award update
As Commissioner Brodwin was absent from this meeting, and is the lead on this award; Commissioner Persky decided to table this item to the next committee meeting.
G. Bay area-wide YC summit
The next bay area-wide YC summit planning meeting is set to take place on January 18, 2013 at the Oakland Youth Commission. Commissioners interested in attending should inform staff and plan to meet at the Youth Commission office at 4:00 p.m.
6. Issue-Based Committee Reports (Discussion Only)
Commissioner Monge-Rodriguez gave an update on the Youth Justice committee priorities, which includes attending an upcoming Juvenile Probation Commission hearing on January 9th, ensuring that the memorandum of understanding between the SFPD and SFUSD is updated and in place by the next school year, and setting up meetings with various juvenile justice stakeholders to discuss committee priorities. Commissioner Huynh gave an update on the Youth Employment committee priorities, which includes having a second reading of the Summer Jobs+ resolution at the midyear retreat and meeting to reprioritize goals for the rest of the term.
7. Executive Committee Report (Discussion Only)
Commissioner Persky states that he would be reporting to his colleagues on the status of the Bay-area YC summit planning, and inviting commissioners to attend ShapeUp SF coalition meeting, and the I-YEL youth summit in April 2013.
