1. Call to Order and Roll Call

The meeting was called to order at 5:05 p.m. Commissioners present: Christine Huynh, Kyron Covington, Sarah Armstrong, Nicholas Persky, and Mia Shackelford. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Covington, seconded by Commissioner Armstrong, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. January 22, 2013

Commissioner Shackelford, seconded by Commissioner Persky, moved to approve the minutes to the meeting of January 22, 2013. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was no public comment.

5. Business (All Items to Follow Discussion and Possible Action)

A. Check in

Commissioners went around and shared their plans for the week.

B. Community Outreach and Civic Engagement Presentation
Presenter: Commissioner Huynh

Commissioner Huynh gave an update on the Youth Commission’s community outreach plan. She explained the importance of continuing the Adele Carpenter, the Youth Commission’s community outreach and civic engagement coordinator was there to share her vision of the plan, and answered questions.

C. Presentation on Coleman Advocates’ work around economic justice
Presenter: Christina Canaveral, Economic Justice Campaign Organize, Coleman Advocates

Commissioner Huynh then welcomed Ms. Canaveral to the committee, and spoke briefly about the committee’s work and goals. Ms. Canaveral thanked the commissioners for their time and explained her role as the economic justice campaign organizer at Coleman Advocates. Ms. Canaveral then provided an overview on Coleman’s jobs campaign and current strategies to focus on youth employment in San Francisco. Some goals include supporting disenfranchised youth in their job search, looking at how SF Summer Jobs+ for 2013 can prioritize hiring youth who were not hired in the last cycle, requesting a more updated and official summer jobs+ report from the city, and focusing on undocumented and disconnected transitional age youth. Coleman will be planning a convener meeting in mid-March which will focus on youth employment. The goal is for youth to lead and facilitate discussions around youth employment at the meeting. Ms. Canaveral urged commissioners to support Coleman’s jobs campaign as it relates to youth, and participate in the convener meeting in mid-March.

Commissioners thanked Ms. Canaveral for her time. There was no public comment.

D. Review and work on committee priorities

Commissioner Huynh guided her colleagues through the committee’s current priorities:

- researching the few youth employment programs which piloted a program to offer participants non-core school credits. Commissioner Huynh will be requesting a presentation from a youth employment service provider on this.
- following up with Coleman Advocates to participate in the youth employment convener meeting (Commissioners Shackelford and Armstrong)
- requesting a presentation from Young Worker’s United (Commissioner Armstrong)
- research first source hiring ordinance (all committee members)
- undocumented youth (Commissioner Persky)

6. Items to Report to Executive Committee (Discussion Only)

Commissioner Huynh noted items to report to the Executive Committee.

 

7. Executive Committee Report (Discussion Only)

Commissioner Persky shared some information regarding the Bay Area YC summit planning committee and asked his colleagues to submit workshop suggestions to him. Commissioner Persky also announced that since the SF Youth Commission lost the wager to the Baltimore Youth Commission regarding the Super bowl, the executive committee would now be working on a resolution commending the Baltimore Youth Commission.
